The Catalan Institute of the Vine approves the modification of the specifications for the Penedès PDO

The Catalan Institute of Vine and Wine (INCAVI) has favorably resolved the normal modification of the specifications of the Penedès Protected Designation of Origin, a decision that affects the wineries and grape growers of the region and will be submitted to the European Commission for community registration. The resolution, signed on August 10, 2026, is published in the Official State Gazette number 207, of August 24, 2026, in section III, page 116532, with reference BOE-A-2026-18110.
A procedure initiated in May
The file began on May 7, 2026, when the proposal from the Management Body of the Penedès Protected Designation of Origin for the normal modification of its specifications was received by INCAVI. The Institute verified the content of the proposal, its reports, and motivations, and reported on it in accordance with Article 10 of Regulation (EU) 2024/1143 of the European Parliament and of the Council, of April 11, 2024, regarding geographical indications for wines, spirit drinks, and agricultural products.
As a result of this process, it was agreed to issue a favorable report on the continuation of the procedure. Furthermore, according to Article 16 of Royal Decree 189/2026, of March 11, the processing of the national opposition procedure was not necessary, given that normal modifications to the specifications can be resolved directly by the competent authority of the autonomous community.
The content of the resolution
The resolution adopts the favorable decision for the modification and orders its publication in both the “Diari Oficial de la Generalitat de Catalunya” and the “Official State Gazette”, pursuant to Article 26.7 of Law 2/2020, of March 5, on viticulture. The modified specifications can be consulted on the INCAVI website.
- The modified specifications of the PDO Penedès are made public.
- The file is sent to the Ministry of Agriculture, Fisheries and Food for transfer to the European Commission, in accordance with Articles 5, 6, 9, 14, 15, and 16 of Royal Decree 189/2026.
- The resolution does not exhaust administrative remedies.
Appeals and signature
An administrative appeal (recurso de alzada) may be filed against this resolution before the president of the Catalan Institute of Vine and Wine within one month from the day following its publication in the DOGC, in accordance with Article 76 of Law 26/2010, of August 3, and Articles 121 and following of Law 39/2015, of October 1. The resolution is signed in Vilafranca del Penedès by the general director of INCAVI, Joan Gené Albesa.
The approval of this normal modification of the specification represents a key step for the DOP Penedès, which will see its production and processing conditions updated before the European Commission. For wineries and grape growers in the region, the entry into force of the new specification will condition viticultural practices and the labeling of their wines; therefore, consulting the modified text is essential to adapt to the new regulation.
