The INE draws the candidates for jurors in Málaga and Melilla

Por FactBox Admin

The National Statistics Institute (INE), through the Electoral Census Office, has called for the public draw for the selection of jury candidates for the provinces of Málaga and Melilla corresponding to the 2027-2028 biennium. The event will take place at 11:00 AM on September 16, 2026, at the headquarters of the Provincial Delegation of the Electoral Census Office of Málaga, at calle Puerta del Mar, 18. The call was published in the Official Gazette of the Province of Málaga on September 3, 2026, via Edict 3451/2026.

The draw is held in compliance with the provisions of Article 13.2 of Organic Law 5/1995, of May 22, on the Jury Court, as well as Royal Decrees 1398/1995, modified by Royal Decree 1271/2012, and 2067/1996, which regulate the procedure for the formation of the lists of jury candidates. The announcement, signed by the delegate of the Electoral Census Office of Melilla, José Carlos Martín Rodríguez, was also disseminated in the Official Gazette of the Autonomous City of Melilla (number 6410, article 991) on September 1, 2026.

A process that affects any citizen

The draw for jury candidates is the mechanism by which people are randomly designated from the censused population to potentially be called to form part of a jury court in criminal proceedings held in the provincial courts of both jurisdictions. The selection is carried out based on the electoral census lists and affects any citizen in full exercise of their rights, without the need for a prior application.

The result of the draw determines the lists of candidates that will be made available to the courts during the 2027-2028 biennium. Those designated may be summoned to integrate a popular jury in trials that the law reserves for this body of citizen participation in the administration of justice.

Regulatory framework and involved bodies

The call is framed within the regulation of the Jury Court, an institution provided for in the Spanish Constitution and developed by Organic Law 5/1995. The draw procedure is supported by the regulatory norms that establish the deadlines and the manner of holding the public act:

  • Organic Law 5/1995, of May 22, on the Jury Court (Article 13.2).
  • Royal Decree 1398/1995, of August 4, which regulates the draw for the formation of the lists of jury candidates.
  • Royal Decree 1271/2012, of August 31, which modifies the previous one.
  • Royal Decree 2067/1996, of September 13, complementary to the procedure.

The act will be held in accordance with the Provincial Court of Málaga, which collaborates in the organization of the draw alongside the Electoral Census Office.

Where and when

The draw is a public act and will be held at the headquarters of the Provincial Delegation of the Electoral Census Office of Málaga, at 18 Puerta del Mar Street. The appointment is set for 11:00 AM on September 16, 2026, and its result will be communicated for the general knowledge of the citizens of both provinces.

The publication of the announcement in the official bulletins of Málaga and Melilla guarantees the publicity of the procedure and allows interested parties to know the conditions of the draw before it takes place.

Relevance for readers

This draw is of special interest to the citizens of Málaga and Melilla, as any person included in the electoral census may be designated as a jury candidate and, if applicable, be called to participate in a trial with a popular tribunal. Knowing the date, place, and legal framework of the procedure allows the residents of both provinces to be informed of a process that directly affects the exercise of citizen participation in the administration of justice.
