INCAA elevates Treasury to Department and subordinates Accounting

The National Institute of Cinema and Audiovisual Arts (INCAA) readjusted its internal structure through Resolution 316/2026 (RESOL-2026-316-APN-INCAA#SC), signed on August 25, 2026, in the City of Buenos Aires and published in the Official Gazette of the Argentine Republic on August 26. The measure transforms the Treasury Coordination into a Department and converts the Accounting Department into a Coordination, effective as of September 1, 2026.

The decision, adopted by the head of the agency, Carlos Luis Pirovano, falls within the authority that Article 3 of Decree No. 1536/2002 grants to the highest authority of INCAA to determine its own structure and assign functions to its personnel. The agency operates as a non-state public entity under the orbit of the Secretariat of Culture, in accordance with Law No. 17,741 (t.o. 2001) and its amendments.

A cost-free readjustment

The reform is part of the process of updating the organizational structure approved by INCAA Resolution No. 596/2025, modified by INCAA Resolution No. 89/2026. According to the recitals, the structure must be understood as dynamic and adaptable to the needs of the service, in order to fulfill the primary responsibility assigned to the institute by law in the most effective and efficient manner.

The readjustment affects the Sub-management of Budgetary and Financial Management, which reports to the Management of Administration and Finance, and impacts its two operational units:

• The Treasury Coordination becomes a Department.
• The Accounting Department becomes a Coordination.
• The new Treasury Department is subordinated to the Accounting Coordination.

The official text itself emphasizes that the modification “does not entail any cost” and seeks to optimize the management and control of both areas, allowing for greater agility in decision-making, as indicated in document NO-2026-72682647-APN-GAYF#INCAA.

Procedure and validity

The measure was processed via File No. EX-2025-104161147-APN-SGRRHH#INCAA and involved the National Directorate of Organizational Design, which issued its opinion through document NO-2025-05637760-APN-DNDO#MDYTE. The General Management, the Management of Legal Affairs, the Management of Administration and Finance, and the Sub-management of Human Resources also intervened.

Article 1 of the resolution modifies the organizational structure in accordance with Annexes I, II, and III of the act, which form an integral part of the measure. Article 2 sets the effective date of the reform as of September 1, 2026.

Impact for the audiovisual sector

The reorganization of the treasury and accounting areas of INCAA aims to strengthen control and efficiency in the management of funds that the agency allocates to the promotion of Argentine cinema and audiovisual arts. By elevating the treasury to department status and placing it under accounting coordination, the measure seeks to streamline internal financial circuits without spending additional resources, within a context of adjustment and rationalization of public spending.
