The INAGA exempts the Mur wind farm from ordinary environmental assessment

The Aragonese Institute of Environmental Management (INAGA) has decided not to subject the “Mur” wind farm project, with a capacity of 2.8 MW, and its evacuation infrastructure, promoted by Desarrollos del Pedrasa, SL, to the ordinary environmental impact assessment procedure. The resolution, dated September 1, 2026, is published in the Official Gazette of Aragon number 182, dated September 18, 2026, under the official reference BOA20260918019.
The decision is framed within Article 37.4 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which mandates the publication of such resolutions in the official Aragonese gazette. The announcement is signed by the Department of Environment and Tourism of the Government of Aragon, through INAGA, the competent body for the environmental processing of industrial and energy projects in the community.
Scope of the resolution
INAGA resolves two issues in a single act: on one hand, the non-subjection to the ordinary environmental impact assessment procedure; on the other, the issuance of the project’s environmental impact report. The basic data of the file are as follows:

Location and technical characteristics
The “Mur” wind farm and its evacuation infrastructure are located on land within two Zaragoza municipal districts, as detailed in the resolution:
- Polygons 33, 34, 35, and 36, various plots, in the municipality of La Muela.
- Polygons 3 and 4, various plots, in the municipality of Muel.
- Project capacity: 2.8 MW.
The installation is thus situated in the surroundings of La Muela, an area with a consolidated presence of wind facilities in the province of Zaragoza.
Publication and consultation of the file
In accordance with regional regulations, the publication of the resolution is ordered in the Official Gazette of Aragon, where the complete information of the file can be consulted via the link provided by the Government of Aragon, with the Secure Verification Code CSVTI61P9C1TUB3VQREG. The announcement is dated in Zaragoza on September 4, 2026, and is signed by Diana Remón Galindo, Head of Technical Area III of Industrial Environment.
The publication in section V of announcements, within the other announcements section, provides official publicity to a decision that directly affects the districts of La Muela and Muel and conditions the promoter’s next administrative step.
The resolution is relevant for the residents of both municipalities, for environmental organizations, and for the developer itself, as it clears the environmental path for the project and allows Desarrollos del Pedrasa, SL to proceed with the processing without undergoing an ordinary environmental impact assessment, the most demanding procedure provided for in Aragonese environmental legislation.
