INAGA denies a macro-pig farm of 4,064 spaces in Ontiñena

The Aragonese Institute of Environmental Management (INAGA) has dismissed the request for an environmental impact assessment and has denied the Integrated Environmental Authorization for the expansion project of a pig fattening farm up to 4,064 places, equivalent to 487.68 LSU, in the municipality of Ontiñena (Huesca), promoted by Agrosatur Explotaciones, SL. The decision is contained in the Resolution of October 28, 2025, from the institute itself, which the Official Gazette of Aragon publishes on September 25, 2026 (number 187, section V, Announcements) with the official reference BOA20260925025. The processed file carries the number 500202/02/2020/03146.

The announcement is disseminated under article 58.2 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which mandates the publication of the institute’s resolutions in the gazette. The full text of the resolution can be consulted at the official Government of Aragon link with the Secure Verification Code CSVD0-7K58M-6SZBG-QUREG. The announcement is signed by Diana Remón Galindo, Head of Technical Area III of Industrial Environment, in Zaragoza on September 15, 2026, and falls under the Department of Environment and Tourism of the Government of Aragon.

The announcement notes a difference in figures between the object of the resolution and the description of the file: while the operative part refers to the expansion up to 4,064 places (487.68 LSU), the basic data section describes the environmental impact assessment and the Integrated Environmental Authorization for an expansion of the pig fattening farm up to 7,200 places, 864 LSU, in the same polygon 510, plot 142 of Ontiñena.

Environmental denial and integrated authorization

The resolution accumulates two unfavorable rulings for the promoter: it dismisses the request for an environmental impact assessment and denies the Integrated Environmental Authorization, the instrument that environmentally enables this type of livestock facility. Consequently, the expansion project is left without environmental coverage in the administrative route processed before INAGA, the competent body in the matter within the Department of Environment and Tourism.

The publication in the Official Gazette of Aragon provides the mandatory publicity of the act and allows interested parties to know its full content through the indicated Secure Verification Code, in accordance with the procedure provided for in the regional environmental prevention and protection regulations.

Ontiñena, two resolutions in the same bulletin

The same issue 187 of the bulletin, dated September 25, 2026, includes another resolution from INAGA also referring to Ontiñena, in this case favorable to the promoter:

Resolution of October 31, 2025, which partially grants the request for a specific modification of the Resolution of August 26, 2021.
That previous resolution formulated the environmental impact statement and granted the Integrated Environmental Authorization to expand a pig fattening operation up to 6,774 places (812.88 LSU).

The coincidence shows that the municipality concentrates several industrial pig farming files and that INAGA resolves inconsistently depending on the case: denial for the expansion promoted by Agrosatur Explotaciones, SL and partial granting of the modification requested by Raúl Roda Periz.

A trickle of denials in the porcine sector

The Ontiñena resolution adds to other denials published by INAGA in recent weeks in the Official Gazette of Aragon, including those relating to pig fattening operations in Tauste (Zaragoza), Biota (Zaragoza), Abiego (Huesca), and Castejón de Monegros (Huesca). In parallel, the institute continues to grant authorizations and open public information procedures for projects of similar size in other Aragonese towns.

The news has a direct impact on the livestock sector and the municipalities of Bajo Cinca: it confirms that the expansion projected by Agrosatur Explotaciones, SL in Ontiñena does not obtain the environmental backing of INAGA, while the same bulletin leaves open the path for modification for another pig operation in the municipality. File 500202/02/2020/03146 is thus closed in a dismissive sense, with the resolution of October 28, 2025, as the definitive act officially published.
