El INAGA autoriza ampliar a 97.200 plazas una macroexplotación avícola en Berbegal

The Aragonese Institute of Environmental Management (INA GA) has granted the substantial modification of the Integrated Environmental Authorization for the expansion project of a broiler poultry farm up to 97,200 places (291.60 LSU). The decision is contained in the Resolution of September 29, 2026, from the institute itself, the publicity of which orders an announcement published in the Official Gazette of Aragon number 212, of November 3, 2026, with the official reference BOA20261103039.

The facility is located in polygon 18, plot 118, in the municipality of Berbegal (Huesca), the only municipality affected by the proceedings. The owner of the farm is the company Tomas Campo, SL, and the processing has been followed at INAGA under case number INA GA 500305/02/2025/11558.

The scope of the resolution

The announcement, framed in section V (Announcements, other announcements) and under the heading of the Department of Environment and Tourism of the Government of Aragon, summarizes the basic data of the administrative file:

  • Case number: 500305/02/2025/11558.
  • Owner: Tomas Campo, SL.
  • Affected municipality: Berbegal (Huesca).
  • Object: substantial modification of the Integrated Environmental Authorization for the expansion of a broiler poultry farm.
  • Authorized capacity: 97,200 places, equivalent to 291.60 LSU (livestock units).
  • Location: polygon 18, plot 118.

The resolution is identified in the announcement as “02L substantial modification of the Integrated Environmental Authorization,” which confirms that it is a revision of an existing preventive environmental intervention instrument and not an authorization for a new plant.

The publication is ordered “in accordance with the provisions of article 62.3 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon.” This provision is what mandates the publication of these types of resolutions from the institute attached to the department competent in environment in the regional official gazette.

The announcement does not reproduce the full content of the resolution, but instead refers to the electronic consultation of the document:

The text appears signed in Zaragoza, on October 19, 2026, by the Head of Technical Area III of Industrial Environment, Diana Remón Galindo.

A case with municipal and sectoral monitoring

The Integrated Environmental Authorization is the instrument that concentrates, in a single resolution, the conditions required for facilities with the greatest environmental impact, including large-capacity intensive livestock farms. A substantial modification implies that the expansion project alters relevant parameters of the already authorized facility, which is why it must be resolved through a new resolution and published in the official bulletin for general knowledge.

With 291.60 UGM and 97,200 broiler places, the Berbegal farm is among the largest poultry facilities in the province of Huesca, which explains the interest of the affected municipal council and the regional agricultural environment in the exact content of the conditions imposed in the resolution, available via the indicated verification code.

The announcement in the bulletin does not detail the technical conditions, emission limits, or corrective measures associated with the expansion; this information can only be consulted in the full document hosted on the institute’s electronic headquarters. The announcement also does not include the nature of the allegations presented during the processing, a detail that must be verified in the full text of the resolution.

Impact for the municipality and the sector

The official publication opens the period of general knowledge for an authorization that conditions the activity of an intensive livestock facility in the rural Huesca environment. For the broiler poultry sector, the resolution sets the production ceiling of the farm; for Berbegal, it determines the environmental framework to which the expanded activity must adjust, from waste management to the operating conditions imposed by INA GA. Consulting the full document using the code CSVRQ-9ZFJE-2UQBN-ZLREG allows neighbors, the city council, and interested organizations to know the exact scope of the obligations assumed by Tomas Campo, SL.
