El INAEM concede 1,69 millones a 46 centros especiales de empleo

The Aragonese Employment Institute (INAEM) has granted 1,691,180.92 euros to 46 special employment centers in Aragon to finance the operation of their professional activity support units. The resolution, signed on September 16, 2026, by the managing director of the organization, Agustín García Inda, is published in the Official Gazette of Aragon number 190, dated September 30, 2026, in section III of other provisions and agreements (official reference BOA20260930015).

The aid is part of the 2026 call approved by Order EMC/681/2026, of April 28, published in the Official Gazette of Aragon number 89, dated May 13, 2026. The regulatory bases are Order EPE/23/2023, of January 16, modified by Order EEI/374/2024, of April 15, and by Order EMC/1492/2025, of October 27. The program is part of the labor inclusion plan for people with disabilities in the protected labor market.

An expanded call to address all applications

47 applications were submitted, of which the Employment Promotion Service proposed the withdrawal of one due to express waiver during the instruction phase. The remaining 46 met the requirements to be beneficiaries, with a total proposed amount of 1,691,180.92 euros.

The call had initially authorized an expenditure of 1,600,000 euros, charged to budget applications G/3221/470056/33005 (1,300,000 euros) and G/3221/470056/91002 (300,000 euros). Due to insufficient credit, Order ECE/1261/2026, of August 13, published in the Official Gazette of Aragon number 167, dated August 28, 2026, increased the allocation by 91,200 euros, raising the total called amount to 1,691,200 euros.

Since there was sufficient credit for all valid applications, no valuation commission was constituted, nor was it necessary to establish a priority order among the requests, in accordance with article 21.2.f) of Order EPE/23/2023, of January 16.

  • Amount granted: 1,691,180.92 euros.
  • Beneficiaries: 46 special employment centers.

  • Applied module: 1,440 euros annually for each worker with a disability.

State and regional financing

The grant is funded 76.87% by state-level employment funds transferred by the General State Administration to Aragon through the Sectoral Conference on Employment and Labor Affairs, and 23.13% by regional funds. The distribution is 1,300,000 euros charged to application G/3221/470056/33005 and 391,200 euros charged to G/3221/470056/91002.

Annex I of the resolution details the list of files and the source of funding for each center, and can be consulted on the electronic office with the secure verification code CSVWH1DW3R2K41800GCE.

Justification, advances, and control

Payment will be made upon justification of the activity, within a period of one month from the end of the subsidized period. Following the publication of the resolution, an advance payment of up to 50% of the granted amount may be requested, with mandatory guarantees if it exceeds 60,000 euros; the application period is five business days. Centers must maintain the structure of the support unit and fill vacancies within one month, and are subject to verification actions by INAEM and the Audit Office of the Autonomous Community of Aragon. An administrative appeal may be filed against the resolution before the Minister of Economy, Competitiveness, and Employment within one month.

The resolution guarantees the continuity of the support units that provide personal and social adjustment services to workers with disabilities in Aragonese special employment centers, a group that depends on these support staffs to maintain their jobs in the protected market. The credit increase approved in August ensures that no entity meeting the requirements is excluded from the call.
