El ILC exige terminar el equipamiento cultural antes del 15 de diciembre

The Governing Council of the Leonese Institute of Culture (ILC) agreed in its session on October 23, 2026, to modify the terms of this year’s call for grants for the equipment of cultural spaces and to set December 15, 2026, as the final date of the execution period. The agreement is published as an extract in the Official Gazette of the Province of León no. 208, of November 3, 2026, with reference BOP-LE-2026-208005 and identification number BDNS 898269. The consequence is direct: any action not completed by that date entails the total loss of the right to payment.

From December 16, 2025, to December 15, 2026

The modification affects the first, third, and thirteenth terms of the call, initially approved by agreement of the ILC Governing Council on March 27, 2026, and published in BOP no. 71, of April 15, 2026. The new text of the first term specifies the eligible period:

  • Start of the execution period: December 16, 2025.
  • End of the execution period: December 15, 2026.

The extract is disseminated under articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, which require the publication of the extract of calls and their modifications in the provincial gazette, referring to the full text available in the National Grants Database and on the Leonese Institute of Culture website.

200,000 euros for city councils and smaller local entities

The third term, relating to the budgetary application, maintains the maximum total amount of the call at 200,000 euros, charged to two applications of the ILC budget:

  • 610 33446 76201, destined for City Councils.
  • 610 33446 76801, destined for smaller local entities (EELL).

The text specifies that, given the early processing of the call and in accordance with article 56.2 of the General Regulation of the General Grants Law (RGS), this maximum total amount is an estimate. Therefore, the grant is conditional upon the existence of adequate and sufficient credit in the ILC budget for 2027.

Total loss of the right to payment

The most relevant change for beneficiaries is in the thirteenth term, dedicated to the criteria for grading possible breaches, the loss of the right to payment, and reimbursement. The new wording incorporates an absolute rule: the completion of the subsidized action once the execution period has elapsed—that is, after December 15, 2026—will entail the total loss of the right to collect the grant.

The modification arrives just as the fiscal year is about to close and affects local corporations that are already beneficiaries of these grants, meaning the material margin for action is reduced to just over six weeks from the publication of the agreement. The extract appears signed in León on October 29, 2026, by the President of the ILC, within Bulletin No. 208 of November 3, 2026, on pages 61 to 63.

In the same session, the Governing Council also approved the modification of the terms of the call for cultural associations 2026, published in the same bulletin with reference BOP-LE-2026-208004 and BDNS 898264, in this case to set the justification period at one month from notification and maintain the allocation at 100,000 euros. Both decisions share the same origin and the same formula of publication by extract.

The calendar adjustment conditions the planning of purchases and works for the municipalities and neighborhood councils that already had a granting resolution: any delay in the receipt or installation of equipment will place the action outside the deadline and nullify the grant, with no margin for extensions according to the published text. Interested entities can consult the full agreement in the National Grants Database (call 898269) and on the calls page of the Leonese Institute of Culture.
