The IASS calls for 100,000 euros to open childhood day centers

The Insular Institute of Social and Sociosanitary Care (IASS) has called for grants totaling 100,000 euros to support the opening costs of municipally-owned Child Care Day Centers and Services on the island of Tenerife for the 2026 fiscal year. The call is published as announcement number 3903 in the Official Gazette of the Province of Santa Cruz de Tenerife number 110, dated September 14, 2026, via the extract of Decree D0000009465, dated August 31, 2026, from the Presidency of the IASS.

The regulatory bases were approved by the Presidency of the IASS and published in full in BOP number 108, dated September 9, 2026. The extract is disseminated in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, and the full text can be consulted in the National Grants Database with the identifier BDNS 928686.

Object and purpose of the aid

The grants, under a non-competitive concurrence regime, are intended to co-finance the opening, operationalization, and maintenance costs of these municipal resources, defined according to Decree 57/2023, of April 27, as comprehensive educational spaces for prevention and support of positive parenting. This line is part of the IASS Strategic Grants Plan 2025-2027, charged to budget application 2026.2B.231.462.

The eligible resources serve minors outside of school hours with the objective of:

  • Reducing vulnerability factors through group and individual intervention.
  • Promoting protection factors through school, pedagogical, psychological, and speech therapy care.
  • Increasing resilience factors through accompaniment and personalized strategies.

Beneficiaries and requirements

The City Councils of the island of Tenerife and their dependent public bodies that do not have a municipally-owned resource of this nature, nor have had one in the previous twelve months, may be beneficiaries. The resources must have management or coordination personnel and a team with social educator and animator functions, serve minors between 6 and 16 years old (with a maximum of 40 boys and girls simultaneously), and provide minimum services for sustenance, educational support, health promotion, and family training.

Projects derived from preschools, toy libraries, children’s leisure centers and parks, extracurricular activities, and youth centers are excluded. The beneficiary entity must keep the resource operational for at least twelve months, process the authorization for commencement of operations, and finance a minimum of 5% of the opening costs with its own funds.

Amount, expenses, and deadline

The maximum amount per beneficiary entity is 50,000 euros, and eligible expenses include current personnel costs, non-inventoriable goods, property rental, and utility and management services. Expenses must be incurred within a maximum period of twelve months from the start of the project.

Applications shall be submitted digitally via the official IASS form, within a period of twenty business days from the day following the publication of the summary in the BOP. Priority will be given to applications from town councils of municipalities with a population of fewer than 20,000 inhabitants, based on the order of submission.

Relevance of the call

This line of aid reinforces the municipal network of preventive child care resources in Tenerife, complementing the coverage for children and adolescents who, due to personal, family, or social circumstances, cannot be adequately cared for within their family unit. By prioritizing smaller municipalities, the call seeks to extend these services to territories with fewer resources, promoting work-life balance and the prevention of risk or neglect situations.
