The Guadalquivir formalizes the central coordination of the Phase II emergency
Por FactBox Admin

The Guadalquivir Hydrographic Confederation has formalized lot 3 of Phase II of the emergency works intended to restore the public hydraulic domain damaged by the series of storms in the winter of 2026. The contract, titled “AT central coordination,” is awarded to Ingeniería y Gestión Aragón, S.L. for 93,900 euros and is published in the Official State Gazette (Boletín Oficial del Estado) no. 273, of November 3, 2026 (BOE-B-2026-35882).
The announcement, processed under file CU(CO)-7658, is supported by Royal Decree-Law 5/2026, of February 17, published in the BOE on February 19, 2026, which adopts urgent measures against damages caused by adverse meteorological phenomena with special impact in Andalusia and Extremadura. Article 42, paragraph 1, allows these actions to be processed through the procedure of article 120 of Law 9/2017, of November 8, on Public Sector Contracts.
The contracting authority is the Presidency of the Guadalquivir Hydrographic Confederation, headquartered in Plaza de España, sector II, Seville, with the primary activity of environmental protection. The announcement was signed on October 28, 2026, by the president of the organization, Gloria Mª Martín Valcárcel, and refers to damages produced between January 20 and February 15, 2026.
A May contract that reaches the BOE in November
The chosen procedure is the accelerated negotiated procedure without publicity, justified by a “situation of extreme urgency,” with price as the sole award criterion (100% weighting). The award date listed in the announcement is May 27, 2026, while the submission of the formalization announcement occurred on October 28, nearly five months later.
- Offers received: 3, of which 1 was from an SME.
- Awardee: Ingeniería y Gestión Aragón, S.L. (NIF B50884899), located at Camino de las Torres, nº 8, Zaragoza; the company has SME status.
- Amount of the selected offer: 93,900.00 euros.
- CPV Code: 71520000 (construction supervision services), with the main place of performance in NUTS ES6.
Coordinating all riverbed actions
The file states that impacts on the public hydraulic domain have been detected that require action on two fronts: restoring that domain and preventing floods in the event of new intense rainfall, as the geomorphological section of the riverbeds has been significantly reduced in some stretches. The Confederation considers engineering assistance necessary to globally coordinate all emergency actions in riverbeds and to provide technical supervision and support for the solutions adopted, in order to improve resilience against future episodes.
The scope of the restoration works includes, according to the specifications of this contracting line:
- Silvicultural treatment in sections with dry vegetation debris and fallen trees that reduce the drainage cross-section.
- Removal of sediments and, where possible, their redistribution within the public hydraulic domain itself.
- Removal and, if applicable, replacement of longitudinal and transverse obstacles that alter the natural flow of the waters.
- Stabilization and restoration of banks affected by fluvial dynamics.
Phase I, already awarded in spring
Phase I of this same emergency line was formalized in announcements published on October 5 and 6, 2026, with award dates of March 31, 2026, and four lots distributed across the basin:
- Lot 1, Guadalquivir Main Stem in Seville (SE(CO)-7624-LOTE 1): SERCLI Paisajismo y Construcción, S.L., for 1,374,875.94 euros.
- Lot 2, Genil and Aguas Blancas (GR(CO)-7625 LOTE 2): Valoriza Servicios Medioambientales, S.A., for 4,344,374.16 euros.
- Lot 3, Genil, Monachil and Milanos (GR(CO)-7626 LOTE 3): Ventuceli Servicios, S.L., for 4,412,152.24 euros.
- Lot 4, Jaén Area (JA(CO)-7627 LOTE 4): INPRONA 2001, S.L., for 2,008,115.00 euros.
Why it matters
The formalization confirms that the CHG continues to close the Phase II emergency works contracts in lots and in a staggered manner, in this case with a minor technical assistance contract that is accessible to SMEs and which conditions the execution of the rest: the order and supervision of the actions in the basin’s riverbeds depend on the central coordination. For the affected city councils, the sequence published in the BOE marks the actual calendar for works intended to restore the drainage capacity of the rivers before the next season of intense rains.
