El Grado creates the municipal school cafeteria for children aged 3 to 12

The El Grado City Council has definitively approved the creation of the municipal School Cafeteria service and the School Cafeteria Regulations of El Grado, aimed at boys and girls aged 3 to 12 enrolled in the town’s public school. The decision is published in the Official Gazette of the Province of Huesca number 165, dated Monday, August 31, 2026, with reference CSV: BOPH-2026-165006, and was signed on August 28 by the mayor, María Carmen Obis Matinero.

The text is disseminated for general knowledge in compliance with article 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and will enter into force, according to its Third Final Provision, fifteen days after the day following this publication. During this period, the State or Autonomous Community Administration may exercise their powers to request the City Council to annul it, in accordance with article 141 of Law 7/1999, of April 9, on Local Administration of Aragon.

A service designed for work-life balance

The regulations establish as the objectives of the cafeteria to offer group and personalized care to students enrolled in the public school of El Grado (CRA La Candeleta classroom) during lunch hours, and to facilitate the reconciliation of family and work life for families. The City Council may entrust the management to a specialized company or institution, maintaining in all cases the powers of supervision and control.

The service will be provided throughout the school period established in the Government of Aragon calendar, with daily care from Monday to Friday for two hours starting at the end of classes: from 2:00 PM to 4:00 PM for the full school day and from 1:00 PM to 3:00 PM for the reduced day. To guarantee its viability, a minimum of four requests for continuous use throughout the course is required, although occasional use with prior notice is contemplated.

Requirements, deadlines, and admission

Applications shall be submitted to the Registry of the El Grado City Council, with forms available in the municipal offices and on the electronic headquarters. The deadline, set annually by Mayoral Decree, will be established between July 1 and August 15 and shall in no case be less than fifteen calendar days. The required documentation includes:

• Photocopy of the DNI/NIE or official document of the father, mother, or legal guardian.
• Completed and signed SEPA document for the direct debit of receipts.
• The status of being enrolled in the El Grado school will be verified ex officio.

The assessment will consider only the schooling requirement. The provisional lists of admitted persons and vacancies will be published on the notice board and on the electronic office, with a period of ten business days for claims, which will be resolved by the Mayor’s Office following a report from the Assessment Commission, composed of the Councilor for Education (president), the Development Technician, and the City Council Secretary.

Personnel, fees, and withdrawals

The person responsible for the service must hold, at a minimum, a leisure time monitor qualification or equivalent and a food handler’s certificate; training in first aid will be viewed very positively, and a negative certificate of sexual offenses must be presented. Fees shall be paid monthly in advance and must be deposited within the first seven days of each month, according to the regulating fiscal ordinance.

The regulations also govern the causes for withdrawal, which include voluntary resignation, lack of attendance for fifteen consecutive school days or thirty alternating days without notice, non-payment of two monthly fees in the same school year, or loss of schooling status. Except in cases of resignation, withdrawal files will be resolved by the Mayor after a hearing with the interested parties.

A step toward reconciliation in the rural environment

With this approval, El Grado provides families with a stable school canteen service that covers the children’s mealtime and facilitates work-life balance in the municipality. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Aragon, based in Zaragoza, within two months from the day following the publication of the announcement.
