The Government renews members of the Barcelona Section of the Expropriation Jury

The Minister of the Presidency, Albert Dalmau Miranda, has signed Resolution PRE/3433/2026, dated September 25, regarding the dismissal and appointment of members of the Barcelona Section of the Expropriation Jury of Catalonia. The decision is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9761, dated September 30, 2026, within the Appointments and Personnel section, under reference CVE-DOGC-A-26271036-2026. The resolution dismisses two members who are property registrars, thanks the services of one member who is an architect, and appoints her substitute.

The Expropriation Jury of Catalonia is the collegiate body that determines the fair price of assets and rights in compulsory expropriation proceedings, a function that directly affects impacted owners, city councils, and public works promoters. According to article 3.3 of the Jury’s Regulations, approved by Decree 120/2009, of July 28, appointments for each of the sections are made by resolution of the minister of the department to which the body is attached. The third additional provision of Decree 105/2025, of May 27, on the restructuring of the Department of the Presidency, establishes that the Jury is integrated into this department, which now handles the appointments.

Dismissals and acknowledgments

The resolution ends the participation of two members of the Barcelona Section in their capacity as property registrars:

• Ester Sais Re, who ceases as a full member.
• Edgar José Cascón Blanco, who ceases as an alternate member.

In both cases, the text thanks them for the services provided. The resolution also thanks the services of Joan Güell Roca as a full member of the Barcelona Section, in his capacity as an architect representing the Federation of Municipalities of Catalonia.

The appointment

The full membership for an architect representing the Federation of Municipalities of Catalonia was vacant, and the entity submitted the corresponding proposal to fill it. Following this proposal, the minister resolves:

• To appoint Irene Coma Puig as a full member, in her capacity as an architect, representing the Federation of Municipalities of Catalonia in the Barcelona Section of the Expropriation Jury of Catalonia.

The appointment therefore fills the vacancy left by the outgoing member and maintains municipal representation within the Barcelona section of the body.

Publication and effects

The resolution includes as its final point the order to publish it in the Official Gazette of the Generalitat de Catalunya, which took effect in the September 30, 2026 edition. The document was signed in Barcelona on September 25, 2026, by the Minister of the Presidency and bears the validation code CVE-DOGC-A-26271036-2026.

The renewal of members does not alter the competencies of the Jury, but it does change the composition of the body that resolves discrepancies regarding the fair price.
