The Government renews by thirds the Legal Advisory Commission with three appointments.

The Government of Catalonia has renewed by thirds the Legal Advisory Commission, the highest advisory body of the Catalan Executive, through Decree 141/2026, of 28 July, published in the Official Journal of the Government of Catalonia (DOGC) No. 9719, of 30 July 2026, with reference CVE-DOGC-A-26210002-2026. The decree, adopted at the proposal of the Minister of the Presidency and in agreement with the Government, provides for the cessation of three members, the renewal of one member, and the appointment of three new members, with the obligations and rights inherent to the position.

The composition of the Commission is governed by Law 5/2005, of 2 May, on the Legal Advisory Commission, article 3.3 of which establishes that the Government appoints members for a period of six years, renewable for another six, and that renewal is carried out by thirds every two years. The new decree, structured in three articles, is issued on the basis of the aforementioned Decree 66/2020, of 7 July, on the cessation and appointment of members of the Legal Advisory Commission, and thus completes the partial replacement provided for by law.

Three members cease

Article 1 of the decree provides for the cessation as members of the Legal Advisory Commission, with thanks for the services rendered, of the following persons:

  • Albert Lamarca i Marquès
  • Esther Arroyo Amayuelas
  • Agustí Cerrillo i Martínez

One renewal and three new appointments

Article 2 renews as a member of the Commission Ms. Judith Gifreu i Font, who continues with the obligations and rights inherent to the position. Article 3, on the other hand, appoints as new members, with the same obligations and rights, the following persons:

  • Manuel-Odón Mallo Gómez
  • Josep Maria Aguirre i Font
  • Belén Noguera de la Muela

With this operation, one of the thirds of the Commission is renewed: three departures, one renewal and three appointments, so that the composition of the body is updated without altering its number of members.

Procedure and signature

The decree, processed under file number 26.210.002, was signed in Barcelona on 28 July 2026. The text is signed by the President of the Government, Salvador Illa i Roca, and, by substitution, by the Minister of the Presidency, Albert Dalmau Miranda, by virtue of Decree 112/2026, of 21 July, published in DOGC No. 9715, of 24 July 2026.

The renewal by thirds every two years is the mechanism that makes it possible to combine continuity and renewal of the legal criteria of the highest advisory body of the Government of Catalonia. With publication in the DOGC, the cessation, renewal and new appointments become fully effective and make up the new composition of the Legal Advisory Commission.
