El Govern obre un concurs nacional per subministrar vehicles a l'Administració general

The Government has called for a national tender for the supply of various vehicles for the general Administration, according to the edict of September 23, 2026, published in the Official Bulletin of the Principality of Andorra (BOPA) no. 111, of September 30, 2026, within the Tenders and Auctions section. Interested companies may submit their offers until November 11, 2026, and the opening of the envelopes will take place electronically on November 13, 2026, at 10:30 a.m. The file, identified by number 260086811, is managed by the Department of Industrial Safety and Vehicles.

The Government agreement that initiates the tender is dated September 23, 2026, and the awarding entity is the Ministry of Presidency, Economy, Labor, and Housing. The specifications are titled “Supply of various vehicles for the general Administration” and the location of the contractual object is Andorra la Vella. The call is published within the framework of Law 14/2022, of May 12, on public procurement, which establishes the administrative classification requirements for contractors.

A national tender with an open procedure

The chosen method of award is a national tender, with an open procedure and an ordinary contracting modality. The specifications can be downloaded free of charge from the Public Sector Procurement Platform website (https://contractacio.govern.ad/SLE_Internet), where the tender file number is also listed.

As complementary information, the edict designates the Mobile Fleet Service as the contact point for the call. The regulatory documentation is, therefore, the specifications available on the platform, which set out the technical and administrative conditions that bidders must meet.

Classification requirements and lots

Bidders must comply with the administrative classification of contractors according to Article 15 of Law 14/2022, of May 12, on public procurement. The required classification is as follows:

  • Group H, corresponding to transport equipment.
  • Subgroup H1.
  • Category A.

The edict introduces a relevant exception for companies that only compete for a part of the tender: if a company submits an offer solely for lot 1 or lot 2, administrative classification as a contractor will not be required, as the total amount of the offers submitted by the bidder would not exceed €60,000.00, as established in Article 13.3 of the Public Procurement Law.

Deadlines and submission of offers

Offers must be submitted exclusively electronically via the Public Sector Procurement Platform, at the web link indicated in the specifications. The submission deadline ends on November 11, 2026, during public office hours.

The opening of the bids will be electronic and will be carried out through the same platform. The contracting authority will notify the link to all persons who have submitted a bid, and anyone wishing to attend as a member of the public must request it in advance from the contracting authority. The opening session is scheduled for November 13, 2026, at 10:30 a.m.

The edict was signed in Andorra la Vella on September 23, 2026, by delegation, by Conxita Marsol Riart, Minister of Presidency, Economy, Labor, and Housing.

The call opens a direct business window for concessionaires and providers in the country’s automotive sector, who have until mid-November to prepare and register their proposals. For the Administration, the tender represents a renewal of the administrative machinery’s vehicle fleet through an open and competitive procedure, with the requirement of prior classification as a solvency filter and the public opening of bids as a guarantee of transparency.
