The Government definitively appoints nine police officers to the basic scale

The Ministry of Justice and Interior has made public the definitive appointment of nine police officers of the basic scale, assigned to the Police Department, once they have satisfactorily completed their probationary period. The decision is formalized through the Notice of 16-9-2026, signed by Minister Ester Molné Soldevila, and is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 107, dated September 23, 2026, within the Appointments and Dismissals section. The officers are assigned to the rank of police officer of group C, C1.

The procedure and regulatory basis

The appointment is based on the recast text of Law 8/2004, of May 27, qualified as the Police Force, and on the Regulation modifying the Regulation of access, promotion, and professional career of the Police Force, of February 28, 2024.

The resolution incorporates the report from the director of the Police Department dated September 10, 2026, which determines that the listed individuals satisfactorily completed their probationary period on September 2, 2026. The notice is dated in Escaldes-Engordany on September 16, 2026, and is published for general knowledge.

The nine appointed officers

The officers who obtain the definitive appointment are as follows:

All of them are assigned to the basic scale of the Police Force in the rank of police officer, within the classification group C, C1.

A second appointment to the Police Force

The same section of BOPA no. 107 includes another definitive appointment to the Police Department: that of Major Sergeant Ivan Silva De Sousa, effective from September 1, 2026.

In this case, the resolution, also signed by Minister Ester Molné Soldevila on September 16, 2026, invokes the recast text of Law 8/2004 and Decree 174/2025, of May 14, approving the Regulation of access, promotion, and professional career of the Police Force. The report from the director of the Police Department dated September 10, 2026, likewise confirms the completion of the probationary period.

The two notices therefore share the same procedure for position consolidation and the same issuing authority, the Ministry of Justice and Interior.

Impact

The publication closes the consolidation process for nine officer positions in the basic scale of the Police Force and makes permanent the appointments that were until now in their probationary period. With these appointments, the Police Department reinforces its operational staff and completes the administrative procedure provided for by the force’s regulations, which require the successful completion of the probationary period to achieve the status of career civil servant in the corresponding grade.
