The Government urgently tenders computers for several schools in Andorra

The Government of Andorra has called for an urgent national tender for the provision of desktop computers to various schools in the country, using an open procedure and urgent processing. The agreement was adopted on October 21, 2026, and the edict is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 120, dated October 22, 2026, within the Tenders and Auctions section. The file is managed by the Ministry of Institutional Relations, Education and Universities.

The announcement, signed by the Head of Government Xavier Espot Zamora in Andorra la Vella on October 21, 2026, sets the objective as the tender and identifies the Government of Andorra as the contracting entity, with the agreement date being October 21. The aforementioned ministry is also the indicated location of the project and the body processing the administrative file, identified by numbers 35734779 and 260135981 (Platform).

The published text does not specify the number of beneficiary schools, the quantity of equipment, or the global amount of the tender: these data do not appear in the edict, which is limited to establishing the procedure, the required classification, and the calendar.

Open procedure with urgent character

The contract is processed as a national tender and is open to the submission of bids by any bidder who meets the classification requirements. The characteristics set in the edict are:

Classification in group B and subgroup B1

The edict requires bidders to have administrative classification in Group B, corresponding to equipment for information processes, and specifically in Subgroup B1, for hardware and software. This classification applies whenever the tender bid exceeds sixty thousand euros (€60,000.00).

The required category will depend on the amount of the bid submitted by the bidder, according to the table of annualized amounts:

• Category A: between 60,000.00 and 180,000.00 euros.
• Category B: from 180,000.00 euros onwards.

Deadline for submitting bids and opening

Bids must be submitted via the public sector procurement platform, at the web link indicated in the specifications, which can be downloaded free of charge. The calendar is as follows:

• Submission deadline: until 5:00 PM on November 12, 2026, during public office hours.
• Opening of bids: November 16, 2026, at 10:00 AM, electronically.
• Complementary information: Educational Technological Development Area of the ministry (cap_adte@educand.ad).

The opening will be carried out through the public sector procurement platform, and the contracting authority will notify the link to the persons who have submitted a bid. Persons interested in attending as members of the public must request it in advance from the contracting authority.

Administrative appeal within a period of one month

In accordance with Article 129 of Law 14/2023, of July 3, consolidated text of the Administrative Code, an administrative appeal may be filed against the specifications before the Government within a period of one month from the notification of the act subject to appeal. According to Articles 52 and 135 of the same consolidated text, the filing of the appeal does not suspend the execution of the contested act.

The call directly affects the IT material provider network of the country, which has until November 12 to compete for a contract declared urgent and intended to equip school centers. The procedure is open to any company classified in subgroup B1, and the result of the opening on November 16 will determine the pace of the technological endowment of Andorran schools.
