The Government urgently tenders the flooring for the Firefighters' roof

The Government of Andorra has called for a national tender to bid for the works to replace the roof flooring of the Santa Coloma Fire Station building, project no. 0031/2026. The Government’s agreement is dated October 14, 2026, and the edict, signed by the Head of Government, Xavier Espot Zamora, is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 118, dated October 15, 2026, within the section for tenders and auctions. Interested companies may submit their offers until 5:00 PM on November 12, 2026.

The file is managed by the Ministry of Territory and Urbanism, through the Public Building Area, which is also the reference body for complementary information regarding the tender. The contract is awarded via national tender with an open procedure and urgent processing, and does not require administrative classification of contractors, a requirement that does appear in other public works tenders from the same period.

The tender adds to the series of public works and equipment tenders that the Government of Andorra has published in the BOPA in recent weeks, all of them managed by the Ministry of Territory and Urbanism. Among the most recent are the renovation of the Andorran School of Sant Julià de Lòria (project 0030/2026), the works at the Andorran School of Santa Coloma (project 0026/2026), and the adaptation of a room for a magnetic resonance imaging equipment at the Nostra Senyora de Meritxell Hospital (project 0025/2026).

The tender calendar is short, consistent with the urgent processing agreed upon by the Government:

• Opening of envelope A: 11-17-2026, at 9:30 AM.
• Submission channel: Public sector procurement platform, via the link indicated in the specifications.
• Collection of specifications: free download at the website https://contractacio.govern.ad/SLE_Internet.

The specifications establish the basic characteristics of the award:

• Object: replacement of the roof flooring of the Santa Coloma Fire Station building.

Electronic opening and appeal process

The opening of the offers will be carried out electronically through the Public sector procurement platform. The contracting body will notify the link to those who have submitted an offer, and anyone wishing to attend as a member of the public must request it in advance from the contracting body.

An administrative appeal against the specifications may be filed before the Government within one month from the notification of the act subject to appeal, in accordance with Article 129 of Law 14/2023, of July 3, consolidated text of the Administration Code. According to Articles 52 and 135 of the same legal text, the filing of the appeal does not suspend the execution of the contested act.

The call for tenders directly interests construction companies and the public procurement sector as a whole, which find a new procedure open with a submission deadline of less than one month. The declared urgency and the absence of prior administrative classification expand the range of bidders who may participate, while the work on an operational Fire Department building links the result of the competition to the maintenance of an essential public service in the parish of Andorra la Vella.
