El Govern licita la sala d'aïllament biològic de l'Hospital de Meritxell

The Government of Andorra has called for tenders for the construction works of a biological isolation room at the PS1 of the Hospital Nostra Senyora de Meritxell, project no. 0017/2026. The edict, approved by the Government on October 7, 2026, and signed by the Head of Government, Xavier Espot Zamora, is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 116, of October 14, 2026, within the section for tenders and auctions. Bids may be submitted until 5:00 PM on November 25, 2026.

The file is managed by the Ministry of Territory and Urbanism, through the Public Building Area, and the work is located in the parish of Escaldes-Engordany. The specifications can be downloaded free of charge from the Public Sector Procurement Platform, and complementary information is provided by the same ministry. The call comes after the Government approved, on September 23, 2026, the budget allocation for the planned technical works of the project.

An open national tender with fixed deadlines

The edict sets out the characteristics of the contract and the bidding calendar:

  • Form of award: national tender.
  • Procedure: open.
  • Processing modality: ordinary.
  • Deadline for submission of bids: until 5:00 PM on 25-11-2026, via the Public Sector Procurement Platform.
  • Opening of envelope A: on December 1, 2026, at 12:30 PM, electronically.
  • Appeal: an administrative appeal may be filed before the Government within a period of one month, in accordance with article 129 of Law 14/2023, of July 3, the consolidated text of the Administration Code.

The opening will be electronic and the contracting body will notify the link to those who have submitted a bid. Anyone wishing to attend as a member of the public must request it in advance from the contracting body.

Classification requirements for bidders

Contractors must prove the following administrative classification:

  • Group I, subgroup I.3, with an SPi of 29% and minimum category C.
  • Group I, subgroup I.8, with an SPi of 16% and minimum category B.

These requirements determine which construction companies can compete in the tender, as the required classification combines two subgroups of the same group.

Budgetary background and other hospital works

The project already had prior budget coverage. Decree 373/2026, of 9-23-2026, published in BOPA no. 111, of September 30, 2026, approved multi-year current expenses of the Ministry of Health for the 2027 financial year destined for consulting work for the conception, design, and execution support of the project for a biological isolation room located on floor -1 of the hospital. The approved amount is 14,630.00 euros, charged to item 001680-65-650-PR02 and sub-concept 9-D/22760/076001. The decree was signed by delegation by the Minister of Presidency, Economy, Labor, and Housing, Conxita Marsol Riart.

On the same day of October 14, the BOPA includes other works tenders at the hospital, all managed by the Ministry of Territory and Urbanism and approved by the Government on October 7, 2026:

  • Adaptation of a room for the installation of a magnetic resonance imaging equipment, project no. 0025/2026, with offers until 11-25-2026 and opening of envelope A on 12-1-2026 at 12:00 p.m.
  • Quality control of the waterproofing and rehabilitation work of the heliport on the fifth floor, specifications no. 2344, with the same submission deadline and opening on 12-1-2026 at 11:45 a.m.

Impact on the sector and public health

The tender opens a window of nearly six weeks for construction companies to prepare their offers, with an open and ordinary procedure that does not restrict competition beyond the classification requirements. For the Hospital Nostra Senyora de Meritxell, the new biological isolation room responds to the need to have specific spaces for patients with serious infectious diseases, a provision that adds to the adaptation and maintenance works already underway at the center. The outcome of the competition will be known starting December 1, when the envelopes are opened.
