The Government tenders the renovation of the Andorran School of Sant Julià de Lòria

The Government of Andorra has called for an open national tender to bid for the renovation works of the Andorran School of Sant Julià de Lòria, identified with project number 0030/2026. The Government’s agreement was adopted on September 30, 2026, and the edict is published in the Official Bulletin of the Principality of Andorra (BOPA) number 113, dated October 7, 2026, within the Tenders and Auctions section. Interested companies may submit their offers until 5:00 PM on November 18, 2026.

The file is managed by the Ministry of Territory and Urbanism, specifically the Public Building Area, which also handles the complementary information for the procedure. The form of award is a national tender, with an open procedure and ordinary processing, and the declared object of the announcement is the bidding for these renovation works.

Deadlines and submission of offers

The calendar set in the edict establishes two key moments for bidders:

• Submission of offers: until 5:00 PM on November 18, 2026.
• Opening of envelope A: on November 24, 2026, at 3:00 PM.

Offers must be delivered exclusively through the Public Sector Procurement Platform, via the link indicated in the specifications. The specifications can be downloaded free of charge from the platform’s website, https://contractacio.govern.ad/SLE_Internet.

The opening of the offers will be electronic, also through the Public Sector Procurement Platform. The contracting authority will notify the link to those who have submitted an offer, and anyone wishing to attend as a member of the public must request it in advance from the contracting authority.

Administrative classification required for contractors

The edict details the administrative classification that bidding companies must meet, with three groups and subgroups and their minimum categories:

• Group D, subgroup D.5, with minimum category C and an SPi participation of 25.07%.
• Group D, subgroup D.8, with minimum category C and an SPi participation of 22.70%.
• Group H, subgroup H.1, with minimum category A and an SPi participation of 8.19%.

These requirements determine which construction companies can compete in the tender and in what proportion of the contract they can participate according to their classification.

Appeal against the specifications

The announcement recalls the applicable claims regime. In accordance with Article 129 of Law 14/2023, of July 3, consolidated text of the Administration Code, an administrative appeal may be filed against the specifications before the Government within one month from the date of notification of the act subject to appeal.

Furthermore, according to articles 52 and 135 of the same consolidated text, the filing of the appeal does not suspend the execution of the contested act. The edict is signed in Andorra la Vella on September 30, 2026, by the Head of Government, Xavier Espot Zamora.

The tender opens a relevant opportunity for the Andorran construction sector, which must meet the classification requirements set to compete for the renovation of a public educational facility in the parish of Sant Julià de Lòria.
