El Govern declara projecte estratègic el nou centre de Formació Professional d'Alcúdia

The Governing Council has declared the construction works of the new Integrated Vocational Training Center (CIFP) in the municipality of Alcúdia as a regional Project of Special Strategic Interest (PEIE). The agreement was adopted in the session of October 16, 2026, at the proposal of the Minister of Education and Universities, and is published in the Official Gazette of the Balearic Islands (BOIB) no. 133, of October 20, 2026, section III, p. 56790, with the reference 10466. The declaration enables the legal path to obtain the administrative acceleration and simplification of deadlines necessary to execute the works and launch the educational activity.

The legal figure is framed within article 27 of Law 4/2026, of June 11, on urgent measures to accelerate strategic projects that contribute to the economic transformation of the Balearic Islands and other measures of administrative simplification and rationalization. This regulation provides that the declaration of regional PEIE, which must be published in the Official Gazette of the Balearic Islands, must justify the public interest, identify the land, indicate the owning administration, and determine the specific use of the facility.

A facility pending since 2021

The immediate precedent is the Agreement of the Governing Council of February 26, 2021, which declared the Integrated Vocational Training Center for Hospitality and Tourism of Alcúdia an investment of regional interest and qualified the part of the cadastral plot 07003A004000140000LZ destined for equipment as a general system of public teaching equipment on urban land, following the transfer procedure in favor of the Autonomous Community of the Balearic Islands (BOIB no. 28, of February 27, 2021).

The new agreement recalls that the Department of Education and Universities is the owner of the teaching activity corresponding to these regulated studies and the competent body to promote and execute actions relating to public facilities for educational use. The drafting of the executive construction project will be the responsibility of the Balearic Institute of Educational Infrastructure and Services (IBISEC).

A building of three blocks on a plot of 4,479 square meters

According to the preliminary project presented by IBISEC, the property has a land area of 4,479.30 m² and a trapezoidal shape, with an area of action for construction of 2,463.40 m². The boundaries of the plot are as follows:

  • To the northeast, a strip 15.13 m wide qualified as a general public open space service, which separates it from Pollentia Avenue.
  • On the southeast side, Camí des Teatre Roma street.
  • To the southwest, a plot segregated from the current property that is part of the archaeological zone of Alcúdia.
  • To the northwest, Vidriell street.

The project envisions a linear building with four stairwells that divide it into three connected blocks. The classrooms will be located on the two upper floors, while the ground floor will house the workshops and the center’s administration, as well as parking and an open area. The agreement indicates that it has been verified that the center covers all the needs of the defined cycles.

Preferential procedure without municipal report

In accordance with article 27.3.b) of Law 4/2026, it is not necessary to request a report from the Alcúdia City Council, given that the land has already been ceded to the Autonomous Community of the Balearic Islands. On October 5, 2026, through an official letter, the Department of Economy, Finance and Innovation —competent in matters of strategic projects— was notified of the start of the administrative procedures to declare the works.

The motivation for the agreement is based on two reasons of general interest:

  • The creation and expansion of an essential public educational service, with a modern infrastructure dedicated to professional training adapted to the labor market and guaranteeing equal opportunities in access to technical and practical education in Mallorca.
  • Social and territorial cohesion and educational equity, as the action provides Mallorca and Alcúdia with a first-rate educational infrastructure, expands the training offer, and avoids forced travel to pursue certain training cycles.

The agreement orders its notification to the Alcúdia City Council and its publication in the Official Gazette of the Balearic Islands. It is signed by the secretary of the Governing Council, Antoni Costa Costa, and the president, Margarita Prohens Rigo, by substitution in accordance with article 6.2 of Decree 7/2025, of July 11.

The declaration comes at a time when the tourism sector in northern Mallorca is demanding skilled labor and vocational training students often depend on traveling outside the municipality. With the preferential route activated, the bidding and construction schedule for the new center is decoupled from the ordinary deadlines of urban and heritage processing.
