The Government declares the Menorca industrial incubator center strategic
Por FactBox Admin

The Governing Council declared on October 2, 2026, the “Incubator Center for industrial-based companies in Menorca,” promoted by the Regional Development Agency of the Balearic Islands (ADRBalears), as a project of special regional strategic interest (PEIE). The agreement is published in the Official Gazette of the Balearic Islands (BOIB) no. 126, of October 6, 2026, Section III, p. 54149, with agreement number 9991 (official reference 1229859). The declaration subjects the project to preferential and coordinated processing, with reduced deadlines and prioritization of sectoral reports and authorizations.
The decision is framed within Law 4/2026, of June 11, on urgent measures to accelerate projects that contribute to the economic transformation of the Balearic Islands, which regulates in Title IV the procedure for declaring projects of special strategic interest for public investments. ADRBalears is a public business entity attached to the Department of Enterprise, Freelancers and Energy, in accordance with Decree 10/2025, of July 14, and is the promoter and future manager of the center.
The prior processing was completed in a few weeks:
- September 24, 2026: justificatory report on the need to process the file as a PEIE.
- September 16, 2026: official request for the prior municipal report, which is mandatory and has a deadline of 15 business days.
- September 21, 2026: the City Council of es Mercadal reports favorably on the declaration, due to the purpose of supporting industrial and artisanal entrepreneurship and the functional suitability of the location.
- September 24, 2026: communication of the start of proceedings to the Department of Economy, Finance and Innovation, competent in matters of strategic projects.
An industrial gap that the center aims to fill
According to the agreement, Menorca currently lacks a specialized public infrastructure to accelerate and scale industrial-based business initiatives beyond the ICT field. CentreBit Menorca primarily covers technological-digital projects and general entrepreneurship, so the new center complements the existing ecosystem and covers a differentiated need of the Menorcan productive fabric.
The project will be developed on plot number 12 of the Llinàritx industrial estate, 07740 des Mercadal, with cadastral reference 2372912EE9227S0001UF, in sector 13a Llinàritx and with industrial use. The plot is owned by ADRBalears, a fact that, together with the public nature of the project and its location on industrial land, reinforces the link with the general interest.
Six companies and up to three years of support
The planned model is that of a mentored incubator: selected companies will have a space suitable for their activity and a support process linked to their business plan for a period that, generally, will not exceed three years. A minimum capacity for six companies is foreseen, each with an administrative area and a workshop or productive work space.
The center will primarily target industrial freelancers and new small industrial companies from the island, and will offer spaces and services adapted to activities such as prototyping, testing, energy efficiency, digitalization of processes, logistics, or adaptation to sectoral regulations. The facilities will include:
- Reception and offices.
- Bathrooms and changing rooms.
- Outdoor storage spaces.
- A common area for training, presentations, and public activities.
Priority actions and target sectors
The agreement establishes six priority actions: the productive and digital modernization of the Menorcan and Balearic industry; support for the creation and consolidation of small industrial companies; the incorporation of new technologies and the improvement of competitiveness; the revitalization of the Llinàritx industrial estate and the economic activity of es Mercadal; the generation of an ecosystem capable of attracting talent, investment, and new opportunities; and the promotion of collaborative and transfer projects between companies.
This last line focuses especially on local value chains such as agri-food, nautical, sustainable construction, fashion and footwear, and metal.
Legal effects and appeals
The declaration grants the actions the status of strategic public investment and applies the effects of procedural simplification, preferential processing, and reduction of deadlines under Title IV of Law 4/2026. The agreement must be notified to the es Mercadal City Council and was adopted upon the proposal of the Minister of Enterprise, Freelancers, and Energy, in the session of October 2, 2026.
Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the Governing Council within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within two months. The agreement is signed by the secretary of the Governing Council, Antònia Maria Estarellas Torrens, and by the president, Margarita Prohens Rigo.
With this declaration, the public industrial incubator center of Menorca now has an accelerated processing framework that should allow progress on the necessary reports and authorizations. For the island’s productive fabric, the measure opens the door to a supervised space for freelancers and manufacturing SMEs, with shared services and support, and to a possible revitalization of the Llinàritx industrial estate and economic activity from Mercadal.
