The Government declares the tender for the rehabilitation of the Meritxell heliport void
Por FactBox Admin

The Government has declared the tender for the waterproofing and rehabilitation works of the helipad on the fifth floor of the Hospital Nostra Senyora de Meritxell, corresponding to project 0018/2026, void. The decision was adopted in the Government agreement of October 28, 2026, and was made public in the Tenders and Auctions section of BOPA no. 124, dated October 29, 2026, in an edict signed by the Head of Government, Xavier Espot Zamora.
The file is managed by the Ministry of Territory and Urbanism and affects a unique healthcare infrastructure: the helipad of the country’s reference hospital, located in the parish of Escaldes-Engordany, which supports the transfer of critically ill patients and evacuations to centers abroad. The tender had been called via the edict published in BOPA no. 89, dated August 5, 2026, meaning the bidding process has remained without an award less than three months after the call.
The edict does not specify how many bidders applied nor the reasons that led the executive to declare the procedure void; it limits itself to certifying the result and indicating the available appeal process.
An open procedure that ends without an award
The text published in the official bulletin sets out the essential data of the now-closed procedure:
- Object: waterproofing and rehabilitation works of the helipad on the fifth floor of the Hospital Nostra Senyora de Meritxell.
- Project number: 0018/2026.
- Reference bidding edict: BOPA no. 89, dated August 5, 2026.
- Body managing the file: Ministry of Territory and Urbanism.
- Date of the Government agreement: October 28, 2026.
- Tender result: void.
The declaration of void closes the ordinary route of award and leaves the work without a contractor, a fact that forces the rescheduling of the planned intervention on the roof and the operations area of the hospital helipad.
Quality control of the work, still under tender
Parallelly, the same department keeps open the tender for the quality control works of the waterproofing and rehabilitation of the helipad, with the specifications 2344, called by Government agreement on October 7, 2026, and published in BOPA no. 116, dated October 14, 2026.
This tender is of a national, open, and ordinary processing nature, and provides for the submission of offers until 5:00 PM on November 25, 2026, with the electronic opening of the bids on December 1, 2026, at 11:45 AM. Complementary information is provided by the Public Building Area of the Ministry of Territory and Urbanism.
Appeals and effects of the resolution
An administrative appeal against the declaration of a void tender may be filed before the Government within one month from the date of notification of the act, in accordance with Article 129 of Law 14/2023, of July 3, the consolidated text of the Administration Code.
The edict recalls that, according to Articles 52 and 135 of the same legal text, the filing of the appeal does not suspend the execution of the contested act.
Several void tenders in the hospital environment
The decision adds to a series of tenders declared void in the Andorran health sector in the same weeks. The Andorran Health Care Service (SAAS) declared void, by agreement of the Board of Directors on October 19, 2026, and published in the BOPA no. 122, of October 28, the supply of a mortuary freezer for the hospital funeral home, the conversion of hospitalization rooms into healthcare offices, and the remodeling of a space for the women’s diagnostic area.
The coincidence of these declarations highlights the difficulty of closing construction and supply tenders linked to the Principality’s main hospital facility.
For users of the health system, the void tender for the heliport has a direct reading: the waterproofing and rehabilitation of the landing and takeoff platform of the Nostra Senyora de Meritxell Hospital are postponed until the work is tendered again, with the impact this entails on the safety and availability of air medical transport, which is especially relevant in a mountain territory.
