The Government converts L'Energètica into its own means for energy services.

The Government of Catalonia has approved Agreement GOV/198/2026, of 28 July, approving the new model of relationship between the Administration and its public sector and Renewable Public Energies of Catalonia, SAU (L’Energètica), which is entrusted with the general provision of services in the field of energy. The agreement is published in the Official Journal of the Government of Catalonia (DOGC) No. 9719, of 30 July 2026, within the section on other provisions of the Department of Territory, Housing and Ecological Transition. The company, which already supplies energy to 690 entities and bodies of the public sector, also takes on the deployment of the electric vehicle charging network.
The decision voids Agreement GOV/85/2024, of 16 April, which had approved the first model of relationship, and consolidates the path opened by Agreement GOV/199/2022, of 4 October, which established the company as a tool to accelerate the energy transition. The reference targets are a 55% reduction in greenhouse gas emissions by 2030 and carbon neutrality by 2050. The Government justifies the review by the approval of Royal Decree 88/2026, of 11 February, approving the general regulation on the supply, marketing and aggregation of electrical energy, and by the expansion of the functions assigned to the company since 2024. The proposal was submitted to the Government after the Board of Directors of L’Energètica approved it on 21 April 2026, at the proposal of the Minister for Territory, Housing and Ecological Transition; the agreement is signed by the Government Secretary, Javier Villamayor Caamaño.
A general and mandatory assignment for the entire public sector
The new model configures an assignment of a general, mandatory and non-contractual nature, covered by Article 31.1.a) of Law 9/2017, on public sector contracts, as an instrument of vertical cooperation. The subjective scope includes the departments of the Government of Catalonia, autonomous administrative entities, the Catalan Health Service and the remaining public sector entities, as well as the Parliament and the other institutions of the Government of Catalonia, by virtue of Decree Law 5/2025, of 25 March. As an in-house instrumentality, L’Energètica may not incur losses or obtain profits, and its activity derived from assignments must represent 80% of its business.
The agreement approves:
- the characteristics and conditions of the services, specified in Annexes I.1 to I.9;
- the tariff compensations to cover the effective cost of each service (Annex I.10);
- the bases for determining the compensation for on-demand energy projects (Annex I.11);
- the publication of the agreement and its annexes in the DOGC and in the contracting profile of L’Energètica.
L’Energètica assumes the management, coordination, promotion, operation and maintenance of charging points, within the framework of the Electric Vehicle Impulse Plan (2025-2030) and the self-generation and decarbonisation programme for the road network approved by Agreement GOV/241/2024, of 12 November. The network must be deployed in:
- all administrative and public buildings of the Government of Catalonia;
- the road and urban network, with reinforcement of charging points in all municipalities according to population size;
- all interurban public transport lines under the jurisdiction of the Government of Catalonia.
More own renewable generation
The assignment includes the development and operation of new renewable energy generation facilities on land and rooftops of the Government of Catalonia and its public sector, with the transfer of roofs to the company and processing of property files by the Department of Economy and Finance. Surpluses from self-consumption and income from the sale of energy will be reinvested in new projects, and entities must report the termination of pre-existing energy contracts in order to transition to the new model.
With this agreement, the Government of Catalonia centralises the Administration’s energy cycle —supply, generation, efficiency and electric mobility— in a single public operator, at a time of regulatory change in the electricity sector. For readers, the measure reinforces the public dimension of the energy transition and opens the door to more coordinated and transparent management of energy expenditure in public facilities and services.
