The Government authorizes 98 new positions at the CTTI for digital transformation

The Government has authorized the expansion of the budgetary workforce of the Telecommunications and Information Technologies Center of the Generalitat de Catalunya (CTTI) by 98 structural positions, intended to create and expand services and assume new functions regarding digital transformation and ICT governance. The decision was adopted on September 22, 2026, and is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9758, of September 25, 2026, through Agreement GOV/232/2026 (reference CVE-DOGC-A-26265046-2026). The text is signed by Javier Villamayor Caamaño, Secretary of the Government, at the proposal of the Minister of the Presidency.

The agreement is framed within article 36.3.b of Law 10/2026, of July 9, on the budgets of the Generalitat de Catalunya for 2026, which empowers the Government to authorize the expansion of the budgetary workforce for the creation or expansion of public services, including the consolidation of positions of a structural nature. The CTTI is the entity responsible for the governance of information and communication technologies in the Generalitat and must respond to the new needs of digital transformation, data governance, and the increase in ICT management and governance activity derived from the creation and expansion of services in the Administration and its public sector.

Regulatory and Strategic Background

The expansion responds to a series of previous decisions that have expanded the mandate of the CTTI:

• Agreement GOV/217/2024, of October 8: promotes the development of a strategy for the transformation and improvement of public services and approves a shock plan with urgent application measures.
• Decree-law 3/2026, of March 24: modifies Law 15/1993, of December 28, creating the CTTI, and expands its mission, functions, and scope of action to execute the digital transformation of the Administration and its public sector.
• Agreement GOV/158/2026, of July 7: approves the Technological Autonomy Strategy of the Generalitat de Catalunya (ESTRATEC), the roadmap to reinforce digital sovereignty, reduce external technological dependencies, and increase control over public data and infrastructures.
• Priority 4 of the Government Plan for the XV legislature: good governance, security, and better public services with a modern, agile, efficient, and secure Administration.

Distribution of the 98 personnel

The distribution of personnel is contained in the annex of the Agreement and is organized into two large blocks:

• Digital business and infrastructure transformation:
  • Consulting and transformation — group G2, senior specialist: 26 staff.
  • Digital services governance — group G2, advanced specialist: 45 staff.
  • Management — group G1: 6 staff.
• Expansion of governance and support services for the reinforcement and sustainability of the transformation:
  • Digital services governance and support — group G2, advanced specialist: 18 staff.
  • Management — group G1: 2 staff.
  • Direction — group G0, director: 1 staff.

The profiles correspond to consulting and digital transformation, and to the management of solutions and services to deploy, regulate, and operate digital infrastructures.

Financing and entry into force

The financing of the expansion will be charged to the chapter 1 budget of the CTTI, through the allocation of the current multi-year governance item of the entity’s assigned department. These transfers must be consolidated in the corresponding financial years once the budget law allowing it is approved.

The Agreement takes effect from the date of publication in the Official Gazette of the Generalitat de Catalunya, that is, September 25, 2026, and the text itself orders its publication in the official bulletin.

With this authorization, the CTTI reinforces structures and execution capacity at a time of deployment of the ESTRATEC and redefinition of its functions by mandate of Decree-law 3/2026. This is one of the largest personnel expansions of the Generalitat this year and directly affects the centralized provision of ICT services and solutions to the entire Administration and its public sector, with an impact on digital sovereignty and the resilience of public services.
