El Govern apuja el preu mínim del tabac i encareix els cigarrets Ducados

The Government of Andorra has approved Decree 401/2026, of October 14, 2026, which approves the minimum retail price for tobacco products. The provision is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 119, of October 21, 2026, and sets the price of a pack of Ducados Rubio Extra 30 at 5.325 euros, in addition to updating around thirty references of smoking tobacco. The decree enters into force the day after its publication, on October 22.

The text bears the signature of the Head of Government, Xavier Espot Zamora, and was approved in the Government session of October 14 upon the proposal of the Minister of Tourism and Commerce, Jordi Torres Falcó, following the report of the Consultative Commission for the Establishment of Minimum Retail Prices for Tobacco Products. The regulation is issued under the authority of Law 16/2019, of February 15, on the regulation of the establishment of minimum retail prices for tobacco products, and the Decree of May 14, 2019, which approves the internal operating regulations of this consultative body.

The sole article of the decree distinguishes between two categories of the general nomenclature: 240220 (cigarettes made from tobacco) and 240319 (other smoking tobacco). In the first, only an initial minimum price is introduced; in the second, most of the references are modifications of already existing prices.

A nearly weekly price review

The decree adds to a sequence of revisions that the Government has published almost weekly during the autumn. Decree 389/2026, of October 7, published in BOPA no. 116 on October 14, updated the prices of cigars and cigarillos of nomenclature 240210, with references to Clubmaster, Vasco Da Gama, Horacio, Condega, and Don Jose.

Previously, Decree 365/2026, of September 23 (BOPA no. 111, of September 30), Decree 352/2026, of September 16 (BOPA no. 107, of September 23), and Decree 341/2026, of September 9 (BOPA no. 105, of September 16) had followed the same procedure. In all cases, the processing is identical: report from the advisory commission, proposal from the Minister of Tourism and Trade, approval by the Government, and entry into force the day after publication in the bulletin.

What it implies for tobacconists and consumers

The decree does not set a selling price, but rather a minimum threshold below which the listed references cannot be marketed. This means that tobacconists and distributors operating in Andorra must set their retail prices at or above these amounts, and the measure affects both international brands as well as pipe tobacco and rolling tobacco.

The regulation is limited to the list of products in the single article, which includes seventeen brands, and does not incorporate any other type of measure. The changes arrive with the term already underway and with the tobacco market subject to frequent revisions, meaning that reference prices may move again in a few weeks.

For consumers, the most visible impact is that of the pack of Ducados Rubio Extra 30, the only cigarette reference in the decree, which is set at 5.325 euros. For tobacconists, the measure requires reviewing the labeling and prices of about thirty smoking tobacco products, from 25-gram pouches to 500-gram tins.
