The Government approves the projects of the Sustainable Tourism Plan 2026-2027

The Governing Council of the Balearic Islands, upon the proposal of the Minister of Tourism, Culture and Sports, adopted an agreement on September 11, 2026, modifying articles 18, 19, and 20 of the Annual Plan for the Promotion of Sustainable Tourism (ITS Plan) for the 2026-2027 period and approving the list of projects to be financed by the Fund for the Promotion of Sustainable Tourism, funded by the tourist stay tax. The agreement, number 9190, is published in the Official Gazette of the Balearic Islands (BOIB) no. 115, of September 15, 2026, in Section III, pages 49904 to 49908.

The 2026-2027 ITS Plan was approved by the Commission for the Promotion of Sustainable Tourism on April 16, 2026, ratified by the Governing Council on April 24, 2026, and published in BOIB no. 53, of April 25, 2026. On September 7, 2026, the Plenary of the Commission, upon the proposal of the Executive Committee, modified articles 18, 19, and 20 of the plan due to a change in the amount charged to the future collection of the tax corresponding to the 2028 annual period and an adjustment to comply with article 19.2 of Law 2/2016, of March 30, on the tourist stay tax and measures for the promotion of sustainable tourism.

Economic resources of the fund

For the year 2026, as the Budget Law was not approved before December 31, 2025, and those of 2025 were extended, the credit allocation for section 37 (sustainable tourism fund) is 154,686,495 euros. The projected revenue collection for the 2027 financial year is 149,411,580 euros, and the total financing of the 2026-2027 ITS Plan amounts to 167,870,546.97 euros.

• Multi-year commitments already reserved for the 2026 annual period: 51,696,129.30 euros.
• Multi-year commitments for the 2027 annual period: 67,888,615.82 euros.
• Amount charged to the future collection of the tax for the 2028 annual period: 69,956,737.15 euros.
• Waivers from beneficiaries of previous calls, already allocated in favor of the AETIB: 12,600,479.94 euros.
• Item for the management of human and technological resources and the dissemination of the AETIB tax: 1,200,000 euros (600,000 per year).

Additionally, 16 million euros annually have been reserved for projects to improve inspection, security, and awareness for responsible tourism in the areas affected by Decree-law 2/2024, and 33 million euros annually for capital expenditures linked to the municipalities of Palma and Ibiza and the island of Menorca within the framework of the Biosphere Reserve.

Approved projects by islands and departments

The agreement approves the list of projects eligible for financing from the fund, which is attached. The total awarded amount for the selected projects is 199,870,546.53 euros, distributed among departments, island councils, and city councils.

• Department of the Sea and Water Cycle: pacts for the management of surface water, sanitation and purification, reuse, and the municipal water pact 2026-27.
• Department of Agriculture, Fisheries and Natural Environment: projects such as Posidonia 2030, biodiversity monitoring, and actions in the Cabrera Archipelago National Park.
• Council of Mallorca: adaptation of the Son Fadrinet paleochristian complex, rehabilitation of the church of Our Lady of Solitude, and digitalization of heritage routes in the Serra de Tramuntana.
• Council of Menorca: comprehensive action plan to recover infrastructure and the promotion of sports tourism and deseasonalization.
• Council of Ibiza: shock plan against illegal housing (intrusism) and destination regeneration, and an action plan for the reduction and optimization of waste management.
• Council of Formentera: projects such as Circular Formentera and the rehabilitation of Can Ramon.
• City Councils: urban and water cycle renovations in Calvià, Palma, Sant Llorenç des Cardassar, Son Servera, Vilafranca de Bonany and other municipalities, as well as responsible tourism projects in Magaluf, s’Arenal de Llucmajor, Palma and Sant Antoni de Portmany.

Processing and Publicity

Each approved project remains subject to the administrative procedure and the economic-financial regulations applicable to the management of expenditure budgets. The General Directorate of Budgets has reported on the availability of the necessary credits, and the authorization process for structural expenditures exceeding 100,000 euros per year, provided for in Article 69 of Law 14/2014 on the finances of the Autonomous Community, is considered fulfilled upon the approval of the projects by the Governing Council. The agreement orders the publication of the list of projects and their financing.

The news is relevant for municipalities and the tourism sector of the Balearic Islands, as it determines the destination of the tourist tax collection for the 2026-2027 biennium, with an allocation of up to 154.6 million euros for 2026, and specifies the water, heritage, mobility, and responsible tourism projects that will be financed with these resources.
