The Government approves the new study plan for the bachelor's degree in computer science

The Government approved, in the session of September 16, 2026, the study plan for the bachelor’s degree in computer science at the University of Andorra, a qualification of 180 ECTS credits that will be taught over three academic years. The regulation is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 106, of September 17, 2026, within the Other provisions section, with the official reference Decree 348/2026. The decree enters into force the day after its publication.

The text is framed within Law 14/2018, of June 21, on higher education, which assigns the preparation of study plans for state qualifications to higher education institutions and their approval to the Government, with prior accreditation from the Higher Education Quality Agency of Andorra (AQUA). The decree incorporates the favorable accreditation issued by AQUA and the proposal submitted by the University of Andorra to the Ministry of Institutional Relations, Education and Universities, which submitted it to the executive.

The regulatory precedents taken into account are:

• Law 7/2023, of January 19, the consolidated text for the creation of the Andorran Qualifications Framework, which establishes an eight-level framework.
• The Decree of 10-2-2010 establishing the state bachelor’s degree in computer science.
• Decree 397/2025, modifying the previous decree.
• The Decree of 17-6-2020, approving the Regulations for access to state higher education levels, which sets the access requirements for this qualification.

A 180-credit qualification over three years

The study plan has a load of 180 ECTS credits and a duration of three full-time years, divided into six semesters of 30 credits each. The studies can also be taken part-time, adjusting the duration accordingly. The qualification is taught in both face-to-face and non-face-to-face modalities.

The credits are distributed as follows:

• 150 ECTS credits of compulsory teaching units, including the bachelor’s final project.
• 30 ECTS credits of elective teaching units, of which 18 credits must be from the list of units 1 and 12 credits from the list of units 2.
• 145 ECTS credits are taught in the Catalan language and 35 ECTS credits in the English language.

The first and second years consist of six compulsory units of 10 credits each, including Programming Fundamentals, Databases and Statistics, Intelligent Systems and Robotics, Computer Networks, Data Analytics, and Systems and Network Security. The third year combines electives with three compulsory units of 10 credits: Interactive Development and Professional Responsibility, Distributed Systems, and the Bachelor’s Final Project.

Competencies and professional profile

Students must develop five transversal competencies, ranging from communication in different languages to teamwork, information management, ethics and social responsibility, and the design of entrepreneurial projects. Regarding specific competencies, the decree lists twelve, including programming, operating systems, databases, system interconnection, software engineering, algorithms, intelligent systems, and cybersecurity.

Graduates will have the professional competencies to work as:

• Software analyst.
• Database administrator and designer.
• Systems and network administrator.
• IT security technician.
• Technician in a technological consultancy.
• Project management technician.

Evaluation, permanence, and obtaining the degree

Evaluation combines virtual activities, with a weight of 20% of the grade, and final in-person exams, which represent 80%. The student can choose between continuous evaluation and final evaluation, which also acts as a recovery mechanism. The grade is expressed on a numerical scale from 0 to 10 with a maximum of one decimal, and to pass a module, one must obtain more than 5 in all associated learning outcomes.

The permanence regime sets a maximum of five attempts to pass each module. If these are exhausted, the student may request an extraordinary attempt from the Academic Board of the University of Andorra, and if all attempts for a module are exhausted, they will not be able to continue that study plan. To obtain the degree, all credits must have been passed and the issuance fees paid.

The decree, signed in Andorra la Vella on September 16, 2026, by the Head of Government, Xavier Espot Zamora, provides that the complete study plan, the AQUA accreditation, and the reports regulating the legal framework are published on the websites of the ministry responsible for higher education and the University of Andorra.

The regulation gives academic validity to the degree and sets the conditions for access, teaching, and evaluation, thus marking the framework within which future students will pursue the bachelor’s degree and through which the Andorran technological labor market will identify the competencies of the graduates.
