The Official State Gazette publishes this Thursday, October 1, 2026, Royal Decree 766/2026, of September 30, which regulates the direct granting of subsidies to various entities for the Cultural Capital of Barcelona, for a total amount of 20,000,000 euros. The regulation was approved by the Council of Ministers at its meeting on September 29, upon the proposal of the Ministry of Culture, and is identified by the official reference BOE-A-2026-20390. The distribution covers 49 cultural activities in the city, from the Gran Teatre del Liceu to the Barcelona Institute of Culture (ICUB).
Legal framework and background
The royal decree is based on article 22.2.c) of Law 38/2003, of November 17, General Law on Subsidies, which allows for the direct and exceptional granting of aid for reasons of public, social, economic, or cultural interest that hinder a public call for applications. Its jurisdictional title is article 149.2 of the Spanish Constitution, which attributes the service of culture as an essential duty to the State.
The initiative recovers the cultural capital agreement signed on February 7, 2020, by the President of the Government and the Mayor of Barcelona, and continues the path of royal decrees 969/2021 and 1030/2024. The aid is listed in the Strategic Subsidy Plan 2024-2026 of the Ministry of Culture, within the objective of promoting the internationalization of Spanish cultural diversity.
The text was signed by King Felipe VI on September 30, 2026, and countersigned by the Minister of Culture, Ernest Urtasun Domènech. The 20,000,000 euros will be financed from the budget credits of the Ministry of Culture for the 2026 fiscal year, and the granting is subject to the existence of adequate and sufficient credit.
