The Government appoints Marcone to the Salto Grande delegation

The National Executive Power appointed architect Guillermo Daniel Marcone (D.N.I. No. 18,167,831) as a member of the Argentine Delegation to the Salto Grande Joint Technical Commission, replacing Juan Carlos Chagas (D.N.I. No. 10,911,891). The decision was formalized in Decree 738/2026, signed by President Javier Milei and the Minister of Foreign Affairs, Pablo Quirno Magrane, and published in the Official Gazette of the Argentine Republic on August 18, 2026.

The regulation, dated in the City of Buenos Aires on August 14, 2026, was issued in exercise of the powers conferred by Article 99, subsection 7 of the National Constitution, and processed through File No. EX-2026-70003493-APN-DGD#MRE.

A Key Binational Body

The Salto Grande Joint Technical Commission was created by the Agreement of December 30, 1946, approved by Law No. 13,213, signed between the Argentine Republic and the Oriental Republic of Uruguay for the utilization of the rapids of the Uruguay River in the Salto Grande area. Its objective is to obtain the greatest benefit from the natural advantages of the river for the economic, industrial, and social development of both countries.

According to Article 2 of the agreement, the parties agree to appoint and maintain a commission composed of an equal number of delegates from each country, responsible for all matters regarding the utilization, damming, and diversion of the waters of the Uruguay River.

The Appointment and its Process

The composition of the Argentine delegation is governed by Decree No. 132/04 and its amendment, which establish that the National Executive Power shall appoint, upon the proposal of the Province of Entre Ríos, the three members of the delegation, indicating who shall hold the presidency.

• Decree No. 859/24 had appointed Juan Carlos Chagas to the position.
• The Province of Entre Ríos, via a note dated June 2, 2026, requested to void that appointment and proposed architect Guillermo Daniel Marcone.
• The Secretariat of Foreign Affairs and the General Directorate of Legal Affairs of the Ministry of Foreign Affairs, International Trade and Worship intervened within their respective competencies.

Scope of the Measure

Decree 738/2026 limits the appointment of Juan Carlos Chagas and appoints Guillermo Daniel Marcone in his place as a member of the Argentine delegation. The regulation was communicated, published, and forwarded to the National Directorate of the Official Registry for archiving.

The renewal of the Argentine representation in Salto Grande is of significance for the coastal provinces, particularly Entre Ríos, which proposes the delegates and depends on the hydroelectric utilization and resources of the Uruguay River for its productive and energy development.
