The Government appoints Di Liscia to lead Disability
Por FactBox Admin

The Executive Branch accepted the resignation of Alejandro Alberto Vilches and appointed Pablo Hernán Di Liscia as National Secretary of Disability of the Ministry of Health, through Decree 1095/2026, published this Monday, September 28, 2026, in the Official Gazette of the Argentine Republic. The departure of Vilches is effective as of September 21, 2026, and the appointment of Di Liscia as of September 22, 2026. The change in leadership affects a sensitive area of social policy, with benefits and fees under monthly update.
The regulation was issued in the City of Buenos Aires on September 25, 2026, with the Visto of article 99, subsection 7, of the National Constitution, and bears the signatures of President Javier Milei and Secretary Mario Iván Lugones. The decree is published in the First Section of the gazette and orders the communication, publication, and archiving of the file in the National Directorate of the Official Registry.
The terms of the decree
The text is organized into three articles:
- Article 1: accepts, as of September 21, 2026, the resignation of Dr. Alejandro Alberto Vilches (D.N.I. No. 12.890.282) from the position of National Secretary of Disability of the Ministry of Health.
- Article 2: appoints, as of September 22, 2026, Pablo Hernán Di Liscia (D.N.I. No. 17.702.001) to the same position.
- Article 3: provides for the communication, publication, and archiving of the act.
The sequence of dates leaves one day without a formal head of the area between the accepted resignation and the assumption of the new secretary.
A secretariat in full regulatory activity
The departure of Vilches occurs days after he signed Resolution 3487/2026 of the National Secretariat of Disability, dated September 16, 2026, and published on September 18, 2026. That measure established an update of the fees for the System of Basic Benefits for Comprehensive Care in favor of Persons with Disabilities for September, with an increase of 1.70% calculated based on the variation of the Consumer Price Index for August 2026.
The same resolution ratified an additional 20% over the basic fee for unfavorable zones for benefits provided in the Patagonian provinces, pursuant to article 7 bis of Law No. 24.901. The update was applied to the values approved by Resolution No. 2775/2026, of August 21, 2026, which had provided for an increase of 2.10% for that month. The invoked regulatory framework includes Law No. 27.793, its regulation by Decree No. 84/2026, and Decrees No. 1193/98 and No. 942/2025.
Background of the agency
The current National Secretariat for Disability succeeds the former National Disability Agency, created as a decentralized body by Decree No. 698/2017 and later relocated under the orbit of the Ministry of Health by Decree No. 585/2024. In the preceding months, the official gazette recorded extensions of temporary appointments in various areas of the organization, including those linked to Decree No. 55/2021, Administrative Decision No. 446/2024, and Ministry of Health Resolution No. 6172/2024.
The change in authority also arrives in a context of interim coverage for several leadership positions, making the appointment of the head of the secretariat a benchmark definition for the rest of the structure.
The impact of the measure is twofold: it defines who leads the national disability policy and who signs the monthly fee updates that directly impact the benefits received by people with disabilities and the system’s providers. With the publication of Decree 1095/2026, the transition is formalized and the new secretary takes office with the fee update agenda already underway.
