El Gobierno designa a Daniel Muñoz al frente del Hospital Posadas

The Executive Branch appointed Dr. Daniel Julio Muñoz as Executive Director of the “Profesor Alejandro Posadas” National Hospital, effective October 19, 2026. The measure was formalized through Decree 1288/2026 (DECTO-2026-1288-APN-PTE), published on October 29, 2026, in the First Section of the Official Gazette of the Argentine Republic. The decree bears the signatures of Milei and Mario Iván Lugones.

The regulation was issued to fill the vacant position of Executive Director of the facility and was processed under File No. EX-2026-101879245-APN-DGD#MS, with the intervention of the General Directorate of Legal Affairs of the Ministry of Health. The Executive Branch based the decision on the powers granted by Article 99, subsection 7, of the National Constitution and Article 7 of Decree No. 459 of July 7, 2025.

The “Profesor Alejandro Posadas” National Hospital is no longer an autonomous decentralized agency: since the merger ordered by Decree No. 459/25, it operates as a hospital facility within the National Administration of Health Establishments (ANES), a decentralized agency under the orbit of the Ministry of Health. This reorganization is the institutional framework within which the hospital’s leadership is now inscribed.

A new hospital leadership scheme

Article 6 of Decree No. 459/25 established the command architecture of ANES: a National Administrator, assisted by an Executive Director of Legal and Administrative Coordination and by an Executive Director for each of the hospital facilities that compose it. Decree 1288/2026 specifically fills one of those executive directorships per facility.

According to the recitals, Dr. Muñoz’s background was evaluated to occupy the position, noting that he possesses the professional training and meets the necessary requirements of suitability and experience. The official text identifies the appointee with D.N.I. No. 14.026.786; no other curricular background or previous trajectory is detailed in the regulation.

The five establishments that integrate ANES

The merger ordered in July 2025 affected five decentralized agencies that operated under the orbit of the Undersecretariat of Institutes and Oversight of the Secretariat of Health Management of the Ministry of Health:

  • “Doctor Baldomero Sommer” National Hospital
  • “Profesor Alejandro Posadas” National Hospital
  • “Dr. Ramón Carrillo” National Hospital and Community
  • “Doctor Juan Otimio Tesone” National Institute of Psychophysical Rehabilitation of the South (INAREPS)
  • “Licenciada Laura Bonaparte” Specialized Network National Hospital for Mental Health and Addictions

Article 5 of Decree No. 459/25 established that ANES assumes the powers, commitments, and obligations of those agencies, which continue to operate under the same name as hospital establishments within its structure. In the same vein, Decree 1288/2026 ratifies that Posadas maintains its name and its status as a hospital establishment.

A transition completed at the top

The appointment of Muñoz is part of a sequence of movements already published in the Official Gazette: Decree 1217/2026, released on October 20, 2026, accepted as of October 19 the resignation of Dr. Luis Quintas (D.N.I. No. 11,216,855) from the position of Executive Director of the “Professor Alejandro Posadas” National Hospital and appointed him, on the same date, as National Administrator of ANES, with the rank and hierarchy of Secretary.

In this way, on the same day that Quintas left the executive direction of the hospital to lead the agency that encompasses it, the vacancy now occupied by Muñoz was created. The coincidence of dates—October 19, 2026, in both decrees—confirms that this is a coordinated reorganization of the leadership and not two isolated decisions.

The completion of the process was formalized with Article 2 of Decree 1288/2026, which provides for the communication, publication, and referral of the measure to the National Directorate of the Official Registry for its filing, and with the electronic foliation of October 29, 2026.

The relevance of the decision exceeds the name of the appointee: Posadas is one of the five establishments that sustain high-complexity care in the national network and, following the merger, its executive direction reports to a centralized leadership within ANES. With this appointment, the last pending piece of that structure for the conglomerate’s main hospital is filled, in a scheme where healthcare and administrative decisions pass through a single authority with the rank of Secretary.
