El Gobierno de Aragón renueva dos consejeros del Consejo Escolar a propuesta de UGT

The Government of Aragon has dismissed two counselors of the School Council of Aragon and appointed their substitutes at the proposal of UGT-Aragón, according to Decree 177/2026, of October 21, published in the Official Gazette of Aragon number 213, of November 4, 2026, with reference BOA20261104004. The replacements occur in the quotas corresponding to private education teachers and to the trade union centers of the main advisory body for non-university education in the community. The decree will enter into force on the day following its publication.

The regulatory framework is Law 5/1998, of May 14, on the School Councils of Aragon, whose article 10 attributes to the regional Executive the appointment and dismissal of counselors by decree, at the proposal of the counselor competent in matters of education. The same article establishes the composition of the body: nine non-university education teachers proposed by trade union organizations in proportion to their representativeness—six from public education and three from private—and three representatives from the most representative trade union centers.

The processing began with a communication sent on October 8, 2026, by the Secretariat of the School Council of Aragon, which forwarded the proposal from UGT-Aragón requesting the dismissal of two counselors appointed on its behalf and the appointment of the persons proposed to replace them. The text invokes article 13.1.f) of Law 5/1998, which provides for the loss of membership status “by agreement of the organization or entity that made the proposal for their appointment.”

The four movements of the decree

Decree 177/2026 orders, in four operative points, two dismissals and two appointments that intersect with each other:

  • Dismissal of César Moliá Cambronero as counselor representing private education teachers at the proposal of UGT-Aragón, with gratitude for the services rendered.
  • Appointment of José Luis Rubio Rodríguez to that same position, also at the proposal of UGT-Aragón.
  • Dismissal of M.ª José Mangado León as counselor representing the trade union centers at the proposal of UGT-Aragón.
  • Appointment of José Antonio Alentá Más as counselor representing the trade union centers.

The regulation does not introduce changes in the number of members or in the distribution of quotas, but is limited to replacing the persons designated by the union within the spaces already assigned by representativeness.

From the Governing Council to the Gazette

The decree was deliberated by the Government of Aragon at its meeting on October 21, 2026, and bears the signature of the president, Jorge Azcón Navarro, and the counselor of Education, Science, and Universities, Carmen María Susín Gabarre, the department upon which the advisory body depends. The text is framed within section II of the bulletin, relating to authorities and personnel, and in its section on appointments, situations, and incidents.

The publication in the Official Gazette of Aragon on November 4, 2026, constitutes the final requirement for the changes to take effect. The sixth point of the decree expressly establishes that the regulation will take effect from the day following its publication, such that the new counselors assume their functions without the need for any additional procedure.

Mandate and institutional fit

The fifth point refers the duration and conditions of the mandate of the designated persons to the provisions of article 12 of Law 5/1998, of May 14. The decree does not alter the advisory nature of the School Council of Aragon, which issues reports and opinions on non-university educational policy, but only the identity of two of its members.

With these replacements, UGT-Aragón renews its representation in a body in which the union composition is distributed in proportion to the representativeness results of the teaching staff, a criterion that the decree itself cites as justification for the proposal submitted in October.

The impact of the decision is twofold for the Aragonese educational sector: on one hand, it updates the voice of the majority union in subsidized private education and within the scope of the union headquarters; on the other, it records the regulated substitution procedure, which requires agreement from the proposing organization, notification to the Secretariat of the Council, and a formal decree from the Executive. Furthermore, the renewal arrives in a school year in which the advisory body maintains its function of channeling the participation of the educational community before the department led by Carmen María Susín Gabarre.
