The Government of Aragon authorizes three electrical reforms in Barbastro

The Provincial Service of Presidency, Economy and Justice of Huesca, under the Government of Aragon, has granted Eléctrica de Barbastro, S.A. the prior administrative and construction authorization to renovate three transformation centers of its distribution network in the municipality of Barbastro. The three resolutions, signed on August 18, 2026, by the provincial director Marta P. Rodríguez Vicente, are published in issue number 158 of the Official Gazette of the Province of Huesca, corresponding to Thursday, August 20, 2026.

The processed files are HU-SP-ENE-AT-2026-045 (transformation center CT 28), HU-SP-ENE-AT-2026-046 (CT 38), and HU-SP-ENE-AT-2026-047 (CT 61), with official references BOPH-2026-158015, BOPH-2026-158016, and BOPH-2026-158017, respectively.

Regulatory Framework and Processing

The authorizations are granted under Title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, and supply of electrical energy and the authorization procedures for installations. The processing is further supported by Law 24/2013, of the Electricity Sector; Royal Decree 223/2008 and Royal Decree 337/2014, which establish the technical and safety conditions for high-voltage installations, and Law 39/2015, of the Common Administrative Procedure.

Competence is exercised by virtue of the shared energy competencies that article 75.4 of the Statute of Autonomy of Aragon attributes to the Autonomous Community. The projects were drafted by Rafael Méndez Ibars, chartered industrial technical engineer no. 26946, with endorsements from the Official College of Industrial Technical Engineers of Aragon and Tarragona.

Authorized Works

The three actions consist of replacing the current four-pole load-break switch with a new set of compact gas-insulated modular line cubicles of the ORMAZABAL brand, model CGM.3. This is a natural network extension financed by the distributor, aimed at renovating the supply to several customers and modernizing the network.

  • CT 28: two motorized CGM.3-L line cubicles (400 A/20 kA), one with remote control via ekorRCI-RTU, and one CGM.3-P protection cubicle with switch-fuse combinations.
  • CT 38: one motorized CGM.3-L line cubicle with remote control and one CGM.3-P protection cubicle with switch-fuse combinations.
  • CT 61: two motorized CGM.3-L line cubicles, one with remote control, and one CGM.3-P protection cubicle with switch-fuse combinations.

In all three cases, the power supply for the control, protection, and communications equipment is planned via an auxiliary services system with an ekorUCB model battery rectifier-charger and a communications switch for the integration of the telecontrol network. The works include the demolition of the internal partitions necessary to unify the switchgear space, while keeping the transformer segregated in an independent enclosure and maintaining regulatory safety conditions.

Deadlines and resources

The commissioning period for each installation is 24 months, counted from the day following the notification of the resolution to the holder. Authorizations are granted without prejudice to licenses and permits within the jurisdiction of municipal, provincial, or other bodies, and without prejudice to property and third-party rights.

Against the resolutions, which do not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed before the Minister of Economy, Competitiveness, and Employment within one month, in accordance with articles 121 and following of Law 39/2015.

The modernization of these three transformation centers reinforces the security, reliability, and management of the Eléctrica de Barbastro distribution network, resulting in a more stable supply and greater telecontrol capacity for customers in the Somontano region. The renewal of protection and switching equipment reduces the risk of incidents and improves the quality of the electrical service in the municipality.
