The Government dismisses and appoints its delegates in Madrid and the Balearic Islands

Por FactBox Admin

El Gobierno cesa y nombra a sus delegados en Madrid y en Baleares

On October 27, the Council of Ministers agreed to the replacement of the Government Delegates in the Community of Madrid and in the Autonomous Community of the Balearic Islands. The dismissals and new appointments are published in the Official State Gazette number 267, dated October 28, 2026, in section II.A (Appointments, situations and incidents), through royal decrees 934/2026 to 937/2026, all issued in Madrid on October 27, 2026, and signed by King Felipe R. and by the President of the Government, Pedro Sánchez Pérez-Castejón.

Two exits and two entries in the same agreement

The four decrees respond to a single agreement: they were processed “at the proposal of the President of the Government, and following deliberation by the Council of Ministers at its meeting on October 27, 2026.” The dismissals are limited to confirming the separation from the position and expressing gratitude for the services rendered, while the appointments expressly invoke the legal coverage of Law 40/2015.

Madrid: from Francisco Martín Aguirre to María Pilar Trinidad Núñez

Royal Decree 935/2026 provides for the dismissal of Francisco Martín Aguirre as head of the Government Delegation in the Community of Madrid. The text is limited to the regulatory formula of separation, with gratitude for the services rendered, without additional motivation.

The replacement is covered by Royal Decree 937/2026, which appoints María Pilar Trinidad Núñez as Government Delegate in the Community of Madrid, using the identical formula of proposal and prior deliberation by the Council of Ministers. The Community of Madrid concentrates the headquarters of the General State Administration and the largest population volume in the country, therefore the Government Delegation assumes the coordination between the State and the Community, in addition to the leadership of the State Security Forces and Corps in the territory.

Balearics: replacement under the same scheme

Royal Decree 934/2026 removes Alfonso Luis Rodríguez Badal as the Government Delegate in the Autonomous Community of the Illes Balears, also expressing gratitude for the services rendered, and Royal Decree 936/2026 appoints Pere Joan Pons Sampietro to that position.

In this case, the appointment decree explicitly states the regulatory basis: it is issued “in accordance with the provisions of article 72.4 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.” This provision regulates the appointment of Government delegates in the autonomous communities, who organically depend on the Presidency of the Government and represent the General State Administration in the territory. The insular nature of the archipelago reinforces the weight of the Delegation in the coordination of state services, ports, and airports.

A handover without staggering

Unlike other appointments that are published separately over several days, the four decrees appear linked in the same issue of the Official State Gazette (Boletín Oficial del Estado), with consecutive references and pages (from 143744 to 143747) and without an overlap period between the removal and the appointment. All bear the same date of issuance, October 27, 2026, and the same proposing authority, confirming that the two handovers were decided as a single package during the weekly Cabinet meeting.

The royal decrees do not include data on the professional trajectory of the outgoing or incoming officials, nor do they set a date for taking office: they are provisions of purely organizational effect, verifiable on the BOE electronic office via their identification code.

Why it matters

The Government Delegation is the piece that connects the state Administration with the autonomous community and local corporations, and it performs sensitive functions in citizen security, civil protection, immigration, and the coordination of peripheral services. The simultaneous change in Madrid—where the largest state structure is concentrated—and in the Balearic Islands affects two territories of strong political and demographic weight, and arrives with the autumn calendar ahead, when security deployments and inter-administrative coordination meetings are concentrated.
