The Government promotes General Moscoso Sicardo to lieutenant general
Por FactBox Admin

The Council of Ministers has promoted Major General Francisco Javier Moscoso Sicardo to the rank of Lieutenant General of the Civil Guard Corps. The decision is formalized in Royal Decree 790/2026, of September 30, published in the Official State Gazette (BOE) no. 249, of October 7, 2026, in section II.A, page 132733, with the official reference BOE-A-2026-20827. This is one of the highest-ranking appointments within the leadership of the armed institute.
The promotion was approved upon the proposal of the Minister of Defense, Margarita Robles Fernández, as forwarded by the Minister of the Interior, and considering the technical motivations contained in the report submitted by the Director General of the Civil Guard. The regulation was previously deliberated by the Council of Ministers at its meeting on September 29, 2026, and was issued in Madrid on September 30, 2026, signed by King Felipe VI and the Minister of Defense.
A promotion processed between Defense and Interior
The royal decree is based on the standard procedure for senior positions within the armed institute: the proposal from Defense, the technical report from the General Directorate of the Civil Guard, and the agreement of the Interior, the department upon which the corps organically depends. The text published in the BOE is limited to the promotion formula, without detailing a subsequent assignment, and consists of a single resolutive article.
The appointment appears in section II.A of the gazette, dedicated to appointments, statuses, and incidents, within the Ministry of Defense block and under the heading of promotions. Publication in the BOE grants the promotion its legal effectiveness and public character.
A career linked to the Maritime Police
The recent career of Francisco Javier Moscoso Sicardo in the BOE allows for the reconstruction of his ascent within the structure of the corps:
- Order INT/1231/2023, of November 10, by which he was appointed to the Command of the Coast and Maritime Police Headquarters (Madrid), effective November 8, 2023 (reference BOE-A-2023-23224).
- Order INT/647/2025, of June 13, by which he was appointed to the Command of the Maritime Police Headquarters (Madrid), effective May 2, 2025, ceasing his previous command (reference BOE-A-2025-12538).
- Royal Decree 343/2026, of April 22, by which he was promoted to the rank of Major General of the Civil Guard Corps (reference BOE-A-2026-8968).
With the new rank, the military officer completes, in just over three years, the transition from Brigadier General to Lieutenant General, the highest step in the corps’ general officers scale.
Further movements in the leadership of the armed institute
The promotion of Moscoso Sicardo is not the only one published that day in the same block. BOE No. 249 also includes Royal Decree 791/2026, of September 30, by which Colonel José Miguel García Malo de Molina Martínez is promoted to the rank of brigadier general of the Civil Guard Corps (reference BOE-A-2026-20828).
Both resolutions share the same date of deliberation by the Council of Ministers and date of issuance, and are part of the periodic renewal of the armed institute’s leadership. Section II.A of the bulletin also includes, on the same day, cabinet appointments in the ministries of Foreign Affairs and Industry and Tourism.
The promotion to lieutenant general places Francisco Javier Moscoso Sicardo at the top of the Civil Guard Corps, a rank reserved for a small number of general officers and with direct influence on the operational management of the corps. For readers, the publication confirms the generational handover in the senior leadership of the armed institute and consolidates the trajectory of a commander specialized in the maritime and coastal field, an area that has occupied a large part of his recent career.
