El Gastor delegates the tendering of sanitation and water supply to the Mayor’s office.

The Plenary of the City Council of El Gastor has specially delegated to the Mayor-Presidency the complete processing of the contracting file 707/2026, relating to the service contract for the drafting of the projects, construction management and health and safety coordination of the municipal water supply, sanitation and sewer works. The agreement was adopted in a plenary session held on 30 July 2026 and its operative part is published in full in the Official Gazette of the Province of Cádiz number 155, of 13 August 2026 (official reference No. 256.050).

The delegation is exclusively limited to file 707/2026 and to the actions subsequent to the plenary agreement of approval: the Plenary retains the initial decision and transfers to the Mayor’s Office the impetus and management of the entire tendering procedure. The resolution, signed in El Gastor on 31 July 2026 by the mayoress-president, María Isabel Moreno Fernández, takes effect from the day following its adoption, without prejudice to its full publication in the provincial gazette.

In the same issue of the BOP it is announced that, by Mayor’s Decree 2026-0424, of 31 July 2026 (file 727/2026), Juan Antonio Salguero Pascual, first deputy mayor, serves as acting mayor from 4 August 2026 due to the absence of the holder.

A decisive contract for the water cycle

The purpose of file 707/2026 is the contracting of the preliminary technical work and control of the water supply, sanitation and sewer works of El Gastor: the drafting of the projects, construction management and health and safety coordination. It is the administrative piece that enables the future execution of the municipality’s hydraulic infrastructures, one of the key tenders for guaranteeing the water service.

The announcement does not include the tender base budget or the deadlines for submission of bids, matters that will have to be established in the tender documents once the Mayor’s Office moves the file forward in the exercise of the delegated powers.

Powers delegated to the Mayor’s Office

The agreement transfers to the Mayor-Presidency, with respect to file 707/2026, the exercise of the powers inherent to the contracting authority, among others:

  • The impetus and processing of the tender.
  • The admission or exclusion of bidders when appropriate.
  • The classification of bids and the request for documentation.
  • The award and formalisation of the contract.
  • The designation of the contract manager.
  • The interpretation, modification, suspension and imposition of penalties, as well as the resolution, acceptance, settlement and return or seizure of guarantees.
  • The other acts necessary for the execution and termination of the contract.

Procedural guarantees

The Mayor’s Office shall act with the assistance of the Permanent Contracting Board established by Decree 2022-0457, of 23 November 2022. The decisions issued shall expressly state that they are adopted “by delegation of the Plenary” and shall be deemed to have been issued by the delegating body; the delegation may not be sub-delegated and may be revoked or assumed at any time by the Plenary. The resolution shall be forwarded to the Mayor’s Office, the Secretariat-Comptroller’s Office, the Treasury and the administrative contracting unit for its implementation.

With this delegation, the El Gastor City Council clears the administrative path to put out to tender the drafting of projects and the management of the water supply, sanitation and sewerage works, essential infrastructure for the water supply and treatment of the locality’s wastewater. The full publication of the resolution in the Official Bulletin of the Province guarantees the transparency of the procedure and sets the starting point for interested bidders to follow a procurement process that is expected to be central to the municipal agenda in the coming months.
