El Fresno makes the budget with supplement and extraordinary credit definitive

The El Fresno City Council has made the 2026 General Budget final following the initial approval in an extraordinary session of the Plenary held on July 28, 2026. The agreement, which incorporates a Credit Supplement 1/2026 and an Extraordinary Credit 1/2026, is published in the Official Gazette of the Province of Ávila number 1823/26, dated September 11, 2026.
As no allegations or claims were submitted during the public exhibition period, the initial agreement has become final. The budget modification affects the management of municipal accounts and the council’s employees, and is fully funded by the liquid treasury surplus.
Credit supplement for Social Security
Credit Supplement 1/2026 allocates 5,575.00 euros to item 920.160.00, corresponding to General Administration Social Security. This additional allocation is financed through budget concept 870.00, Liquid Treasury Surplus for General Expenses, for the same amount.
- Expenditure: €5,575.00 for General Administration Social Security.
- Income: €5,575.00 from the liquid treasury surplus.
Extraordinary credit for the availability bonus
Extraordinary Credit 1/2026 enables 2,000.00 euros in item 920.130.02, destined for the availability bonus of municipal personnel. Like the supplement, it is financed by the Liquid Treasury Surplus for General Expenses for the same amount.
- Expenditure: €2,000.00 for the availability bonus.
- Income: €2,000.00 from the liquid treasury surplus.
Appeals against the agreement
Once made final, the agreement may be appealed by interested parties through a contentious-administrative appeal, in accordance with Article 171 of Royal Legislative Decree 2/2004, of March 5, in the form and within the timeframes established in Articles 25 to 42 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. However, according to Article 113.3 of Law 7/1985, the filing of an appeal shall not, by itself, suspend the effectiveness of the contested agreement.
The document, signed in El Fresno on September 2, 2026, by the mayor, Antonio Jiménez San Segundo, reinforces the municipality’s spending capacity to meet Social Security obligations and personnel remuneration.
Impact for the municipality
The final approval of this budget modification allows the El Fresno City Council to have additional resources to cover personnel and social security needs without resorting to new debt, as it is financed by the treasury surplus. The measure guarantees the continuity of municipal services and the fulfillment of obligations to the council’s employees for the 2026 fiscal year.
