FOGAIBA opens 3.5 million in aid for feed prices
Por FactBox Admin

The president of the Agricultural and Fisheries Guarantee Fund of the Balearic Islands (FOGAIBA), Joan Simonet Pons, has approved the 2026 de minimis aid call to compensate for the increase in feed prices for livestock farms in the Balearic Islands resulting from the war in the Middle East. Resolution 10091 is published in the Official Gazette of the Balearic Islands (BOIB) no. 130, of October 13, 2026 (Sec. III, p. 55240), with a maximum amount of 3,500,000.00 euros. The application period opens the day after publication and ends on October 30, 2026.
A regional response to an international conflict
The call implements article 15 of Decree-law 1/2026, of April 1, on extraordinary and urgent measures to alleviate the economic crisis produced by the effects of the war in the Middle East, published in BOIB no. 42, of April 1, 2026. The text places the origin of the problem in the escalation of tension that began at the end of February 2026, with the military operation of the United States of America and Israel against the Iranian regime and the response from Iran regarding the Strait of Hormuz, which disrupted international maritime trade.
According to the resolution, the islands’ farms are bearing sudden increases in feed prices and additional transport costs, as there are no local feed-producing industries in the Balearic Islands and this input is imported entirely, mainly from the Iberian Peninsula. The conflict remains active and keeps markets in a state of high volatility, with prices above pre-crisis levels.
The aid is framed within the de minimis regime of Regulation (EU) no. 1408/2013, of December 18, 2013, given that the European Union has not provided any aid for this concept. The funding is 100% provided by the Autonomous Community of the Balearic Islands, charged to the 2026 FOGAIBA budgets.
Modules by species and type of farm
The aid is calculated using modules based on the increase in feed prices over a maximum period of 150 days, between February and August 2026, taking into account the number of animals and the zootechnical classification of the farm. The amounts are:
- Breeding cattle females: 39.00 euros per animal.
- Breeding sheep and goat females: 6.00 euros.
- Breeding pig females: 37.50 euros; in closed-cycle farms, 114.00 euros.
- Laying hens: 0.79 euros per bird.
- Fattening calves: 27.00 euros; lambs and kids: 1.80 euros; fattening pigs: 10.80 euros; broilers: 0.30 euros.
- Beehives: 6.00 euros per unit.
The considered days of stay are 150 days for calves, 120 for fattening pigs, and 60 for lambs, kids, and poultry. The maximum amount per beneficiary person is 25,000.00 euros, and the total amount of de minimis cannot exceed 50,000.00 euros in any three-year period.
Requirements and urgent processing
Beneficiaries may be natural or legal persons who own beekeeping, poultry, or bovine, ovine, caprine, or porcine livestock farms registered in the Livestock Holdings Register of the Balearic Islands (REGA). In general, it is necessary to belong to a health defense group (ADS) of the corresponding species and, outside the beekeeping sector, to have the farm registered in the Autonomous Register of Agricultural Holdings (REA) as a priority or to have received certain aids under intervention code 6613.
The procedure is processed urgently, in accordance with article 33 of Law 39/2015, and notifications are mandatorily electronic. The instruction corresponds to the Aid Management Area of FOGAIBA and the resolution to the vice president of FOGAIBA for agricultural matters. The maximum term to issue and notify the express resolution is three months from the end of the application period; without notification, the application is understood to be rejected.
Incompatibilities and appeals
The aids are incompatible with other subsidies received for the same actions from any administration or public or private entity. Specifically, the aid for beekeeping feed is incompatible with that included in the call for the Beekeeping Sectoral Intervention (ISA 2023-2027), published in BOIB no. 60, of May 12, 2026.
An administrative appeal (recurso de alzada) may be filed against the resolution before the counselor of Agriculture, Fisheries and Natural Environment within a term of one month. The resolution must be communicated to the National Subsidy Database.
The call reaches the Balearic livestock sector with a very tight schedule —less than three weeks to submit applications— and with a ceiling of 3.5 million euros for an additional cost that producers have been bearing since February. For the farms, the aid represents a partial and immediate relief, but is limited by the ceiling of 25,000 euros per beneficiary and by European de minimis rules.
