FOGAIBA calls for aid to offset the rising cost of agricultural diesel

The Agricultural and Fisheries Guarantee Fund of the Balearic Islands (FOGAIBA) has approved the call for aid for the year 2026 intended to compensate for the increase in the price of diesel purchased by agricultural producers, caused by the war in the Middle East. The resolution, signed by the president of FOGAIBA, Joan Simonet Pons, is published in the Official Gazette of the Balearic Islands (BOIB) no. 112, of September 8, 2026, with reference 8913, and allocates a maximum budget of 750,000 euros.

A conflict that increases the cost of agricultural fuel

At the end of February 2026, there was an escalation of tension in the Middle East following the military operation of the United States of America and Israel against the Iranian regime, to which Iran responded by imposing a blockade on the Strait of Hormuz. The disruption of international trade on this maritime route directly affects the global energy supply and keeps markets in high volatility with prices above pre-crisis levels.

The measure is framed within the Temporary Crisis Framework for aid in response to the crisis in the Near East (C/2026/2593), adopted by the European Commission on April 29, 2026, and published in the OJEU on May 5, 2026. At the state level, article 46 of Royal Decree-Law 7/2026, of March 20, provides for extraordinary and temporary aid to cover the price of diesel, while in the Balearic Islands, article 15 of Decree-Law 1/2026, of April 1, establishes aid for the agricultural sector in the face of rising energy costs.

Amount and conditions of the aid

The aid is granted through a subsidizable module of 0.10 euros per liter of agricultural diesel purchased, calculated on the additional cost of fuel between March 1 and June 30, 2026. This amount is compatible with the state aid of 0.20 euros per liter, such that the cumulative intensity of the two measures reaches 66.66% of the subsidizable costs, below the maximum limit of 70% set by the Temporary Framework.

• Budget: 750,000 euros, 100% financed by the Autonomous Community of the Balearic Islands.
• Subsidizable period: from March 1 to June 30, 2026.
• Application deadline: from the day after publication until October 2, 2026.
• Processing: exclusively via electronic means, through the Electronic Office of the CAIB.

Who can apply for the aid

Natural or legal persons who are holders of an agricultural holding registered in the Regional Register of Agricultural Holdings (REA) may benefit, on a priority basis, or those who have received any of the aids with intervention code 6613 in the 2025 or 2026 calls. Companies in crisis and those with a pending recovery order due to a previous decision by the Commission are excluded.

The effectiveness of the resolution is subject to a favorable decision by the Commission regarding the compatibility of the aid with the internal market, which FOGAIBA has notified and is currently pending. The resolution was electronically signed in Palma on September 3, 2026.

Impact for producers

This call represents direct relief for all agricultural producers in the Balearic Islands, who have seen diesel costs skyrocket due to the conflict and the blockade of the Strait of Hormuz. With an aid of 0.10 euros per liter, cumulative with state aid, the measure contributes to covering the additional cost of fuel and maintaining the viability of farms in a context of high and persistent energy prices.
