El FOGAIBA convoca 1,5 milions per compensar el sobrecost dels fertilitzants

The Agricultural and Fisheries Guarantee Fund of the Balearic Islands (FOGAIBA) has announced 1,500,000 euros in aid to compensate for the additional cost of fertilizers borne by the Islands’ agricultural producers as a result of the Middle East crisis. The call for the year 2026 is published in the Official Gazette of the Balearic Islands (BOIB) no. 141, of November 5, 2026, with reference 11038, and was signed by the president of the entity, Joan Simonet Pons, on November 2. Interested parties have until November 27, 2026, to submit their application.

The measure implements article 15 of Decree-law 1/2026, of April 1, on extraordinary and urgent measures to alleviate the economic crisis produced by the war in the Middle East (BOIB no. 42, of April 1, 2026), and the bases established by Order 41/2026 of the Minister of Agriculture, Fisheries and Natural Environment, of October 28, 2026 (BOIB no. 139, of October 31). The European framework is Commission Implementing Regulation (EU) 2026/1894 of July 27, 2026 (OJEU no. 1894, of July 29, code C/2026/5429), which grants emergency financial assistance to farmers affected by the crisis in the Near East.

The resolution recalls that the escalation of tensions began at the end of February 2026 and that the geostrategic relevance of the Strait of Hormuz directly affects the global trade of urea, ammonia, sulfur, and other raw materials used to manufacture fertilizers. The insular condition of the archipelago, it adds, amplifies the price increase because transport and distribution costs are added to international prices.

417,983.93 euros from the EAGF

The maximum budget for the call is one and a half million euros, charged to the 2026 budgets of FOGAIBA, and may be increased with additional credits to serve the same purpose. The funding is divided into two sources:

  • Up to 1,082,016.07 euros, 100% charged to the Autonomous Community of the Balearic Islands (CAIB).
  • Up to 417,983.93 euros, 100% charged to the European Agricultural Guarantee Fund (EAGF).

The eligible activity is the compensation for the price of fertilizers destined for Balearic agricultural holdings during the period between March 1, 2026, and the last day of the application deadline.

Between 67 and 176 euros per hectare

The amount is calculated based on the determined hectares of arable land and permanent crops, excluding fallow land and pastures, according to the application for CAP direct aid for 2025 or 2026 or, if none exists, according to the last valid declaration of the Autonomous Registry of Agricultural Holdings (REA) as of June 30, 2026. The unit amounts are:

  • 67.00 euros per hectare of rain-fed land and 176.00 euros per hectare of irrigated land.
  • If the beneficiary has already received state aid, the amount decreases to 38.33 euros per hectare of rain-fed land and 92.50 euros per hectare of irrigated land.

Limits are established: aid lower than 100 euros will not be granted, the maximum subsidizable area is 300 hectares per holding —irrigated land is counted first— and the amount cannot exceed 50,000 euros per beneficiary person. In no case may the aid constitute overcompensation.

REA holders and PEPAC beneficiaries

Natural or legal persons, public or private, and groupings without legal personality from the Balearic Islands that are holders of a holding registered in the REA and meet one of these requirements may access the aid:

  • To have the status of priority agricultural holding on the day of the publication of the resolution.
  • To have been a beneficiary, under intervention code 6613 of the PEPAC, of the compensatory payment aid for mountain areas or areas with specific limitations called in 2025 and 2026.
  • In the case of producers with most of their hectares in Formentera, to have received the CAP direct payment aid of 2025 or 2026.

Notifications will be made mandatorily by electronic means. The procedure is processed urgently, the instructing body is the Aid Management Area of FOGAIBA and it is resolved by the vice president of the entity in agricultural matters. The maximum term to resolve and notify is three months from the application, with negative silence, and an administrative appeal may be filed against the resolution within one month before the Minister of Agriculture, Fisheries and Natural Environment.

With this line, the Balearic Government attempts to maintain the liquidity of the holdings in the face of an input that conditions the profitability of crops, especially nitrogen-based ones, and does so after the study by the Agri-Food and Fisheries Research and Training Institute of the Balearic Islands concluded that the costs borne by Balearic farmers exceed the state aid of Royal Decree-Law 18/2026, of June 29. The subsidies are compatible with other aid for the same purpose, provided that the regulatory limit is not exceeded, and FOGAIBA will carry out administrative and field controls before paying by bank transfer.
