The State allocates 904 million for dependency care in 2026

The Territorial Council for Social Services and the System for Autonomy and Care for Dependency has approved the Inter-administrative Cooperation Framework and the distribution criteria for the credits of the General State Administration (AGE) to finance, during 2026, the agreed level provided for in Law 39/2006, of December 14, on the Promotion of Personal Autonomy and Care for people in a situation of dependency. The agreement, adopted at the extraordinary meeting of the Council on August 13, 2026, is published by the Resolution of August 27, 2026, of the Secretary of State for Social Rights, signed by María Rosa Martínez Rodríguez, in the Official State Gazette number 223, of September 9, 2026 (reference BOE-A-2026-18897).

The framework sets the state allocation for the agreed level at 904,197,420 euros, charged to budget application 31.34-451.2 of the expenditure budget of IMSERSO. This figure is based on the 783,197,420 euros provided for in the ninety-eighth additional provision of Law 31/2022, on the General State Budgets for 2023 (extended for 2024, 2025, and 2026), and is increased by the credit supplement of 121,000,000 euros approved by Royal Decree-law 17/2026, of June 23, on extraordinary measures for the strengthening and consolidation of the System. The proposal was authorized by the Council of Ministers on July 14, 2026.

Four funds to distribute the credits

The distribution maintains the structure agreed upon in 2025, with four differentiated funds whose criteria remain unchanged:

Structure Fund, with 168,324,610.45 euros (18.61% of the total), based on potentially dependent population, area, dispersion, insularity, and the cost of services.
Management Fund, with 201,989,532.54 euros (22.35%), which reinstates the regional investment indicator along with people served and administrative agility.
Objective Fulfillment Fund, with 302,984,298.81 euros (33.51%), linked to employment improvement, the reduction of the waiting list, and the quality of benefits.
Accreditation and Quality Fund for SAAD centers and services, with 230,898,978.19 euros (25.53%), proportional to the people served with services.

The first three funds total 673,298,441.81 euros, while the fourth is allocated 230,898,978.19 euros.

Territorial distribution and minimum levels

The agreement quantifies the distribution by communities and autonomous cities, with the highest amounts for Andalucía (178,056,860.27 euros, 19.69%), Catalunya (115,793,560.06 euros, 12.81%), Madrid (112,849,402.77 euros, 12.48%), and Castilla y León (95,799,324.14 euros, 10.59%). Ceuta and Melilla receive 218,415.23 and 289,775.75 euros, respectively.

The framework also updates the minimum level of protection guaranteed for 2026, following Royal Decree-Law 17/2026:

Grade III + Extreme Dependency: 4,930.00 euros/month.
Grade III Great Dependency: 660.00 euros/month.
Grade II Severe Dependency: 260.00 euros/month.
Grade I Moderate Dependency: 90.00 euros/month.

Commitments and guarantees

The agreement received a favorable report from the SAAD Advisory Committee, the State Council for the Elderly, the National Disability Council, and the State Council of Non-Governmental Social Action Organizations. The funding corresponding to the Basque Country and Navarra will be computed in the Basque quota and the Navarrese contribution, respectively, and the communities must contribute an amount at least equal to that provided by the AGE for the minimum and agreed levels. The payment of credits will be made upon the signing of the agreement with each community, and its justification must be presented before March 31 of the following fiscal year.

The decision determines the resources that the autonomous communities will have to care for people in a situation of dependency during 2026, in a context of strengthening the system through an extraordinary supplement of 121 million euros. The amount of the agreed level for 2027 will be conditional on the maintenance of the autonomous expenditure of 2026 relative to the average of the 2024 and 2025 fiscal years.
