The Executive promotes a general and recognizes two ambassadors

The Presidency of the Republic of Nicaragua published this Wednesday, September 2, 2026, in La Gaceta — Official Gazette No. 163, four presidential agreements signed at the Government House in Managua that reorganize the military leadership and the diplomatic corps. The Executive, led by co-presidents Daniel Ortega Saavedra and Rosario Murillo Zambrana, promoted a senior officer, recognized the new ambassadors of France and the European Union, and revoked an appointment to international organizations based in Geneva.

The provisions, which appear in the Government House section on page 8878, correspond to Presidential Agreements No. 120-2026, 121-2026, 122-2026, and 123-2026, and take effect upon their publication.

Promotion in the Nicaraguan Army

Through Presidential Agreement No. 121-2026, dated September 2, the Executive promoted Colonel Jimmy Alfredo Guevara to the military rank of Brigadier General. The text invokes Article 120 of the Political Constitution, which establishes the Presidency as the Supreme Command of the Nicaraguan Army, and Article 125, numeral 9, which empowers it to approve the granting of military ranks.

• The promotion responds to the proposal of the Military Council in favor of “a senior officer who has earned merit.”
• It is based on the process of institutional Modernization and Development of the Army, which seeks to ensure hierarchical correspondence between Senior Command positions and the effective rank of their holders.

Recognition of the Ambassadors of France and the EU

By Presidential Agreement No. 122-2026, the Presidency recognized Her Excellency Mrs. Brigitte Veyne as Ambassador Extraordinary and Plenipotentiary of the French Republic to the People and Government of Nicaragua. Her letters of credence were issued in Paris by French President Emmanuel Macron.

By Presidential Agreement No. 123-2026, His Excellency Mr. Charles-Michel Geurts was recognized as Ambassador Extraordinary and Plenipotentiary of the European Union to Nicaragua. His credentials, delivered in Brussels, were signed by António Costa, President of the European Council, and Ursula Von Der Leyen, President of the European Commission.

Revocation of the appointment to the UN and the WTO

Presidential Agreement No. 120-2026 nullified the appointment of Comrade Rosalía Concepción Bohórquez Palacios as Permanent Representative of Nicaragua with the rank of Ambassador Extraordinary and Plenipotentiary to the Office of the United Nations Organization and other international organizations based in Geneva, as well as to the World Trade Organization (WTO).

• The position had been conferred by Presidential Agreement No. 36-2022, dated March 2, 2022, published in La Gaceta No. 47 on March 10 of that year.
• The revocation takes effect as of the date of the new agreement.
