The Department of Territory adapts appointments to the new structure

The Department of Territory, Housing and Ecological Transition has adapted the appointments of certain positions in its new organic structure through Resolution TER/3074/2026, of July 9, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9742, of September 1, 2026. The measure, signed by delegation by the secretary general Jordi Terrades i Santacreu, takes effect from June 1, 2026, and affects two job positions filled with definitive destination by civil servant personnel.

The resolution is framed within Decree 242/2025, of November 4, on the restructuring of the Department of Territory, Housing and Ecological Transition. According to the text, several job positions in the structure in force until now change their designation, the organic unit, or have functions essentially contained in the positions provided for in the new structure, without their characteristics or provision requirements having substantially changed.

Adaptation of job positions

The resolution adapts the appointment of the civil servants listed in the annex to the new positions or organic units specified therein. The affected positions imply the same level of competence and capacity to develop them, and their provision was carried out according to the corresponding regulatory procedure in each case.

The changes are based on the Agreement of the Technical Commission of the Civil Service of May 22, 2026, which modifies the list of job positions of the Department with effect from June 1, 2026, and on the second additional provision of Decree 123/1997, of May 13, which approves the General Regulation for the provision of job positions and professional promotion of civil servants of the Generalitat de Catalunya.

The two affected positions

The annex of the resolution includes the following adaptations:

• Francisco Javier Camps Fernandez: moves from the Environmental Information Service to the Environmental Information and Transversal Policy Coordination Service, and from the Directorate General of Environmental Policies and Natural Environment to the Secretariat of Ecological Transition.
• Nuria Nevado Chine: moves from the Information and Documentation Section to the Environmental Information and Documentation Section, and from the Directorate General of Environmental Policies and Natural Environment to the Secretariat of Ecological Transition.

Appeals and procedure

Against the resolution, which exhausts the administrative route, interested parties may, optionally, file an appeal for reversal before the Secretary General of the Department within a period of one month starting from the day after notification. Alternatively, they may directly file a contentious-administrative appeal before the Contentious-Administrative Section of the Barcelona Court of First Instance or, at their choice, before the court of the district where they reside, within a period of two months.

The measure is adopted using the powers delegated by Resolution TER/803/2025, of March 6, on the delegation of competencies of the head of the Department to various bodies of the Department (DOGC no. 9369, of 12.3.2025).

The publication of this adaptation guarantees the legal certainty of the affected civil service personnel and the continuity of functions within the framework of the reorganization of the Department, which integrates policies for territory, housing, and ecological transition. For readers, it constitutes official confirmation that the restructured job positions maintain the same conditions and provision requirements, without altering the administrative status of their holders.
