Decree 143/2026 appoints Padrós Castillon as a member of the Council of Statutory Guarantees.

Francesc Xavier Padrós Castillon has been since this Tuesday a new member of the Council for Statutory Guarantees of Catalonia. Decree 143/2026, of 31 July, signed by the president of the Generalitat, Salvador Illa i Roca, formalises his appointment at the proposal of the Government, in a decision published in the Official Journal of the Generalitat of Catalonia (DOGC) number 9722, of 4 August 2026.

The appointment responds to the Agreement of the Government of the Generalitat, of 28 July 2026, through which the executive proposed the appointment of Padrós Castillon as a member of the advisory body. The decree, consisting of a single article, is based on Article 77 of the Statute of Autonomy of Catalonia and on Article 3 and the third transitional provision of Law 2/2009, of 12 February, on the Council for Statutory Guarantees.

A key body in statutory oversight

The Council for Statutory Guarantees is the body of the Generalitat responsible for ensuring that rules with the force of law and the regulatory provisions of the Catalan administration conform to the Statute of Autonomy and the block of constitutionality. Its central function is to issue prior opinions on the constitutionality and statutory adequacy of draft laws and legislative proposals, as well as on competence disputes.

The incorporation of Padrós Castillon takes place within the framework of the ordinary renewal of the composition of the body, provided for by the regulations governing it. His appointment corresponds to the president of the Generalitat, as established by the statutory order, after the Government has proposed the candidate.

The decree is limited to a single article, which formally agrees to the appointment, and does not include any additional provision on the term of office or the conditions of exercise of the position.
