The covering of the Rocío Jurado Auditorium is released for public tender

The Urban Planning and Environment Management office of the Seville City Council has opened for public review the preliminary project for the modernization and roofing of the Rocío Jurado Auditorium, along with the specifications that will govern its bidding process. The announcement is published in the Official Gazette of the Province of Seville (BOP) no. 182, dated Friday, September 18, 2026, under official reference BOP-SE-2026-182025. This procedure complies with the agreement adopted by the Governing Board of the City of Seville in its session on September 11, 2026, and opens a twenty-day period for submitting allegations before the concession is put out to tender.

The file, processed by the Municipal Land Heritage and Concessions Service under number 53/25 PAT, complies with Article 64 of Decree 18/2006, of January 24, which approves the Regulations on Assets of Local Entities of Andalusia. The documents on display are the preliminary project “Proposal for the modernization and roofing of the Rocío Jurado Auditorium. Project for private initiative,” the Particular Administrative Clauses Specifications, and the Particular Technical Specifications. The announcement is signed by Andrés Salazar Leo, head of the service, by delegation of Resolution no. 1,636, of March 25, 2025.

The operation stems from a private initiative presented on June 24, 2025, by Live Nation España, S.A.U., Pro Venue Gestión de Instalaciones y Eventos, S.L., and Grupo Rusvel, S.A., which was admitted for processing by agreement of the Local Governing Board on April 10, 2026. The Urban Planning Management is processing the tender by virtue of the management entrustment approved by the Local Governing Board on September 5, 2025, and accepted by the Governing Council on October 7, 2025, published in BOP no. 203 on October 22.

An indoor venue with a capacity for 15,339 spectators

The preliminary project, signed by architects Isabel Rus Pezzi, Ildefonso Mollinedo Sáenz, Pedro D. Rodríguez Morales, Joan Espinas i Riera, and Diego Rodríguez Segura, proposes the comprehensive rehabilitation of the auditorium, currently unused, to convert it into an enclosed venue for musical performances and large-format events. The proposal respects the identity of the original building by Eleuterio Población, linked to Expo 92, and provides for a maximum capacity of 15,339 people, calculated at a density of four people per square meter.

The concession area comprises two properties located on the Isla de la Cartuja, at Camino de los Descubrimientos, 6, with a total area of 23,508 square meters:

• Auditorium: registry property 1/11547, cadastral reference 4237801TG3443N0001AU, municipal inventory 35.135.
• Access plaza: registry property 1/16450, cadastral reference 4237802TG3443N001BU, inventory 33.576 GPA.

Minimum fee of 400,000 euros and up to sixty years of operation

The specifications set a minimum annual fee of 400,000 euros, adjustable by a cumulative 2% annually, and an operational phase of up to sixty years, which may be reduced by the successful bidder’s offer. The initial investment is estimated at 43,907,629 euros, excluding VAT, and the concessionaire will have a maximum pre-operational period of twelve months to execute the works and bring the venue into service.

The guarantees required from bidders are:

• Provisional: 800,000 euros.
• Definitive concession guarantee: 1,600,000 euros.
• Specific guarantee for the correct execution of the initial investment: 2,000,000 euros.

The deadline for submitting bids will be sixty calendar days, until 1:30 PM on the 61st day, counted from the publication of the announcement on the Public Sector Procurement Platform.

Technical quality, fee, and term will decide the award

The concession will be awarded through an open procedure with multiple criteria, based on a maximum of 100 points:

• Technical quality of the preliminary project development proposal: 35 points, with a minimum of 20 to continue in the procedure.
• Improvement of the fixed annual fee: 40 points.
• Reduction of the concession term: 25 points.

Bidders must prove an annual turnover of at least 15,000,000 euros in two of the last three closed financial years, as well as experience in managing venues with a capacity equal to or greater than 5,000 people. The initial applicant retains the right of first refusal provided for in the Regulations of Assets of Local Entities of Andalusia.

The publication paves the way for the bidding of one of the most relevant actions for the cultural facilities of Seville. If the tender succeeds, the city will have a large-format indoor venue next to the Guadalquivir, capable of hosting concerts and events that currently do not find a suitable venue in the Andalusian capital.
