El Coronil approves the expansion of its health center

The Plenary Session of the City Council of El Coronil (Seville), in an ordinary session held on May 28, 2026, adopted the agreement for the final approval of the Specific Modification No. 9 “Health Center Expansion” of the General Urban Development Plan (PGOU) of El Coronil and its Strategic Environmental Document. The agreement is published in the Official Gazette of the Province of Seville, number 171, dated September 3, 2026, with reference BOP-SE-2026-171017.
The processing was carried out at the request of the City Council itself, under file 2024/PPP_01/000002, and the planning instrument has already been registered and deposited in the Regional Registry of Urban Planning Instruments on July 9, 2026 (registration number 10.993) and in the Municipal Registry of Urban Instruments.
An action to strengthen local healthcare
The purpose of the modification is the expansion of the El Coronil Don Julio Borreguero Health Center, located at Plaza Nueva s/n, by increasing the surface area of the general health equipment system. To this end, the surface area of the general open space system surrounding it is correlatively reduced, without any decrease in the total surface areas of the municipality.
The innovation is limited exclusively to the modification of the planning map PO0202B “General Systems of Open Spaces and Equipment. Sheet 2”, without modifying any article of the current Urban Planning Regulations.
Reorganization of surfaces
The specific determinations affect two areas of the municipality:
- Plaza Nueva: the general health equipment system is expanded from the current 173.32 m² to the surface area necessary to accommodate the existing equipment, the projected expansion, and possible future expansions; the open spaces, currently 2,455.86 m², are correlatively reduced.
- “Melena del Sur” Park: the surface area of open spaces, currently 4,585.69 m², is increased to compensate for the reduction produced in Plaza Nueva.
- The community equipment of the park, measuring 815.30 m², is reduced and its classification is transferred to Plaza Nueva, ensuring that no total surface area of equipment or open spaces is lost.
Regulatory framework and appeals
The urban planning regulations applicable to the affected lands consist of the Subsidiary Planning Regulations of El Coronil and Partial Plan 4, without any of their articles being modified. The publication is carried out in accordance with Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia (LISTA), and Law 7/2007, of July 9, on Environmental Quality Management of Andalusia.
Against the agreement, which exhausts the administrative route, a Contentious-Administrative Appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia (Seville Headquarters) within two months from the publication of the announcement. The expansion of the health center represents a decisive step for healthcare in El Coronil, by providing sufficient land for a facility that can grow according to the demands of the citizens, while also guaranteeing the urban balance of the municipality through the compensation of open spaces in the “Melena del Sur” Park.
