The Valle del Tiétar Consortium expands transport funding by 240,000 euros using surplus funds
Por FactBox Admin

The General Assembly of the Valle del Tiétar Local Entities Consortium initially approved an extraordinary credit of 240,000 euros for transport expenses, according to the announcement published in the Official Gazette of the Province of Ávila (BOP) No. 202, of October 19, 2026, with reference number 2061/26. The decision was adopted in an ordinary session held on October 5, 2026, and the file is now subject to public consultation for fifteen days. The modification is fully financed using the treasury surplus for general expenses of the consortium itself.
Initial approval in the General Assembly
The agreement forms the budget modification file No. 1/2026 in the form of extraordinary credit, processed by the Valle del Tiétar Local Entities Consortium, an entity dependent on the Most Excellent Provincial Council of Ávila. The announcement was signed in Ávila on October 9, 2026, by the president of the consortium, Antonio Jiménez San Segundo.
The processing is supported by Article 17.2 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The file further certifies compliance with the requirements of Article 37.2, sections a) and b), of Royal Decree 500/1990, of April 20:
- The specific and determined nature of the expenditure to be carried out and the impossibility of delaying it to subsequent financial years.
- The non-existence in the expenditure status of the budget of credit destined for that specific purpose, verified at the level in which the legal binding is established.
240,000 euros for transport elements
The allocation is concentrated in a single budget application, 1622 / 63400, corresponding to “Transport Elements,” which goes from having no allocation to having a final credit of 240,000 euros:
- Initial credits: 0.00 euros.
- Extraordinary credit: 240,000 euros.
- Final credits: 240,000 euros.
The total modification coincides with this figure, without the announcement detailing other destinations or an internal breakdown of the expenditure. The financing is covered by a single source, economic application 87000, “Treasury Surplus for General Expenses,” for the identical amount of 240,000 euros.
Fifteen days of public consultation
The file is subject to public consultation for a period of fifteen days, during which interested parties may examine it and submit claims to the General Assembly. The schedule provided in the announcement is as follows:
- If no claims are submitted within that period, the file will be considered definitively approved.
- If claims are submitted, the General Assembly will have a period of one month to resolve them.
A session with two credit modifications
The same ordinary session of October 5, 2026, served to initially approve a second file, credit supplement no. 1/2026, published in the same issue of the BOP under reference 2062/26. In this case, the modification amounts to 74,536 euros and applies to item 1623 / 6190125, “Fors Line Adaptation,” which increases from 745,719.60 to 820,255.60 euros, also charged to the treasury surplus for general expenses and with the same fifteen-day public information process.
The impact of the measure is twofold for the municipalities of the Tiétar Valley: it reinforces with 240,000 euros an expenditure chapter that until now lacked its own allocation in the consortium’s budget, and it does so without resorting to debt, by relying on the liquid treasury surplus. The fifteen-day period opens the door for city councils, associations, and neighbors to consult the file and submit allegations before the credit is definitively fixed.
