The RSU Consortium opens the 2027 budget for claims
Por FactBox Admin

The Consortium for Waste, Water, and Service Management of the Province of Ciudad Real has initially approved its budget for the 2027 fiscal year and is submitting it for public review for the filing of claims over a period of fifteen days. The announcement, signed by its president, Carlos Jesus Villajos Sanz, is published in the private announcements section of the Official Gazette of the Province of Ciudad Real (BOP) number 206, dated Monday, October 26, 2026, under announcement number 3455.
The document, dated in Ciudad Real on October 23, 2026, states that the budget of the body—which signs under the name Consorcio R.S.U.—“is open to the public for the purpose of claims for fifteen days.” This is the initial approval process for the economic document with which the provincial consortium will finance the waste, water, and service management services provided to the member municipalities during 2027.
Fifteen days of public exhibition
The announcement sets a period of fifteen days for interested parties to file claims against the initially approved budget. The text does not specify whether the count is in calendar or business days, nor the exact start date of the period, beyond its publication in the provincial gazette on October 26.
Nor does it specify the body before which the allegations must be presented or the place where the file can be examined, details that the announcement leaves undeveloped. The brief wording is limited to the public exhibition of the agreement and the signature of the body’s president.
An announcement without economic figures
The published text does not include the global amount of the budget, nor the breakdown by chapters of income and expenses, nor the budgetary staff, nor the execution bases that accompany the document. It also does not detail the contributions from the member town halls nor the revenue forecasts from fees and public prices.
The announcement occupies one page within a 41-page gazette and is limited to two paragraphs: the title of the agreement and the formula for public exhibition, closed with the date and the president’s signature.
The same procedure in the Firefighters Consortium
The Consortium for the Fire and Rescue Service of the Province of Ciudad Real followed an equivalent procedure just three days earlier. Its General Assembly, in an extraordinary and urgent session held on October 21, 2026, agreed to the initial approval of its general budget for 2027, according to announcement 3443 published in BOP number 205, dated October 23, 2026, on page 10045.
In that case, the document does expressly invoke Article 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, and specifies that the period is fifteen business days counted from the day following the publication of the announcement. The document is signed by its president, Julián Triguero Calle.
What is decided with this budget
The consortium’s budget determines the resources used for waste collection and treatment, as well as water and service management within the provincial scope. Any variation in the economic forecasts affects the municipal contributions and, therefore, the final cost assumed by the residents of the integrated municipalities.
The fifteen-day period opened with the publication on October 26 is the only window provided in the announcement for interested parties to examine the file and present their objections before the budget is finalized. Once this period has elapsed without claims, the economic document will be fixed without further public exhibition process, meaning that allegations not formulated now will not have the opportunity to be addressed in this phase.
