The Housing Consortium extends the resolution deadline in the face of 700 applications.

The Consorcio de Viviendas de Gran Canaria has extended the maximum period for resolving and notifying the call for subsidies for essential repair works in homes of people in vulnerable situations from six to twelve months. The measure, adopted after confirming more than 700 applications and the lack of technical staff, is published in the Boletín Oficial de la Provincia de Las Palmas number 97, of 14 August 2026 (official reference 1704419).

The call was approved by the First Vice-Presidency of the consortium through Decree 45/2026, of 30 April 2026, with the purpose of granting aid under the competitive selection procedure to meet or improve habitability conditions. Its seventh provision (section 7.5) set a maximum period of six months for resolving and notifying, counted from the day following the publication of the call in the provincial bulletin.

An avalanche of applications that overwhelms the staff

Once the submission period had closed, the consortium noted an extraordinary volume of requests, more than the 700 applications registered, far exceeding the initial forecasts and the ordinary processing capacity of the service. Added to this is the structural and temporary situation of its human resources:

• Scarce technical and administrative staff to process, evaluate and audit the case files.
• Recent departure of three people, whose positions are in the process of being covered through the accumulation of duties.
• Summer period, which will reduce operational capacity due to the taking of statutory leave.

The Head of the General Affairs Service issued a proposal report on 8 July 2026, and the decree was issued in Las Palmas de Gran Canaria on 10 July 2026.

Legal basis for the extension

The extension is based on Article 23.1 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, which allows, exceptionally and in a reasoned manner, the resolution period to be extended when the available staff and material resources have been exhausted, provided that the extension does not exceed the initially established period. The consortium warns of the imminent risk of expiry of the procedure or of failure to comply with the legal deadlines.

In accordance with that limit, six additional months are added to the initial six months, up to a total maximum legal period of twelve months for processing, resolving and notifying definitively, counted from the day after the original publication of the call in the Boletín Oficial de la Provincia de Las Palmas. No appeal shall lie against the extension agreement, under Article 23.2 of the same law.

Signature and publication of the decree

The agreement, processed as File 108/2026, was issued by the president of the Gran Canaria Housing Consortium, with delegation to the vice president Augusto Hidalgo Macario (Decree 54/2023, of October 3), and is recorded in the book of decrees with the attestation of the secretary María Dolores Ruiz San Román.

A respite for vulnerable people

The extension does not harm the rights of third parties: it guarantees legal and technical rigor in the assessment of the more than 700 applications and that the aid reaches people in vulnerable situations in full compliance with the principles of publicity, transparency, objectivity, equality and non-discrimination of Law 38/2003, of November 17, General Subsidies Law. For applicants it means a longer wait, but also the guarantee that their file will be resolved with full guarantees before the procedure can expire.
