The Gran Canaria Consortium transfers 16 homes in Valleseco to the Canary Institute
Por FactBox Admin

The Canarian Housing Institute and the Gran Canaria Housing Consortium have formalized the transfer of a group of 16 homes, garages, and storage rooms in the municipality of Valleseco, Gran Canaria, to be incorporated into its public promotion protected housing stock. The operation is implemented through a modifying addendum to the inter-administrative agreement signed in 2021, signed on September 25, 2026, and published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 209, dated October 20, 2026.
The text appears in section III, Other Resolutions, under the Ministry of Public Works, Housing, and Mobility, and complies with the obligation to publish agreements and their modifications within twenty days of signing, in accordance with article 29.2 of Law 12/2014, of October 26, on transparency and access to public information, and article 20.1 of Decree 11/2019, of February 11. The resolution ordering the publication is dated October 2, 2026, and bears the signature of the Secretary of the autonomous body, Huberto Suárez Hernández.
The master agreement was signed on July 15, 2021, and published in the BOC no. 163, of August 9, 2021, registered in the General Registry of Public Sector Agreements of the Autonomous Community of the Canary Islands under number 315/2021. Its purpose is the acquisition of properties from unfinished works and their completion under the turnkey modality, so that they may later be transferred to and managed by the Institute for use as public protection housing. An addendum dated July 9, 2025, published in the BOC no. 145, of July 23, 2025, extended its validity until July 14, 2029.
Turnkey as a formula for completing stalled developments
The agreement responds to a unique model: the Gran Canaria Housing Consortium purchases properties from unfinished developments, assumes their completion, and delivers them finished to the Canarian Housing Institute, which incorporates them into its public stock. The second clause, section 3, of the agreement conditions this management and maintenance by the Institute on the homes being previously transferred to it, following the processing of the appropriate administrative file.
The now-published addendum adds two sections to that second clause: the obligation to sign the administrative transfer document provided for in article 79.2 of the Regulations for the application of the Heritage Law of the Autonomous Community of the Canary Islands, approved by Decree 133/1988, of September 22, and the obligation to register it in the Property Registry so that ownership passes to the Institute.
Six administrative milestones in six months
The file is closed following a chain of agreements and resolutions detailed in the addendum:
- March 27, 2026: the Executive Council of the Consortium unanimously approves, in an extraordinary session, the free transfer of the property.
- August 20, 2026: the Vice-Ministry of Administrations and Transparency acknowledges the transfer.
- September 14, 2026: the Joint Monitoring Commission of the agreement unanimously agrees to sign the modifying addendum.
- September 16, 2026: the Director of the Canary Islands Housing Institute proposes the execution of the addendum to the President.
- September 22, 2026: the Vice-Ministry of Legal Services issues the mandatory report required by article 78.bis.2 of the aforementioned regulation.
- September 24, 2026: the President of the Institute accepts the free transfer by means of a resolution.
What is being transferred and for what purpose
The object of the transfer is a group of 16 dwellings, garages, and storage rooms located on Antonio Yánez street, s/n, in the municipality of Valleseco, on the island of Gran Canaria. The registry and administrative details are as follows:
- 16 registry estates of a patrimonial nature, numbered consecutively from no. 6168 to no. 6183, both inclusive.
- Accredited registration in the Property Registry of Las Palmas de Gran Canaria no. 4.
- Property acquired by the Consortium in execution of the agreement, with file number CVGC.2021.06.
- Purpose: subsidized housing of public promotion, in order to increase the public housing stock of the Institute.
- Processing, formalization, and registry registration costs, as well as those for any eventual elevation to a public deed, shall be borne by the Canary Islands Housing Institute.
The addendum was signed in Las Palmas de Gran Canaria by Augusto Hidalgo Macario, Vice President of the Consortium, and Juan Pablo Rodríguez Valido, President of the Canary Islands Housing Institute and Councilor for Public Works, Housing, and Mobility, assisted by María Celeste Díaz Cabrera, Head of the General Affairs Service, acting as substitute for the functions of Secretary of the Consortium.
Terms and effects
The addendum sets the effective start date as the day of its signature by all parties, September 25, 2026, and keeps the other clauses of the agreement unchanged. Furthermore, it mandates its publication in the Official Gazette of the Canary Islands within twenty days following the signature and its subsequent registration in the General Electronic Registry of Public Sector Agreements of the Autonomous Community of the Canary Islands.
The operation comes in a context of sustained pressure on protected housing in the islands and turns the delivery of homes already built under the 2021 agreement into an enabling title. With the registry entry, the Canary Islands Housing Institute will be able to incorporate the 16 homes in Valleseco into its public stock and assign them as publicly promoted protected housing, which expands the public offer in Gran Canaria without the need for a new development.
